CITY OF SENECA - SENECA LIGHT & WATER
POSITION DESCRIPTION – CLASS A LINEMAN
GENERAL PURPOSE
Performs skilled line work in the operation, maintenance and repair of overhead and underground electrical distribution systems; operates a variety of specialized related equipment and vehicles. Reports to the Electrical Superintendent. May serve as lead worker for a crew of line workers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Plans and initiates project. Establishes safety requirements.
- Verifies work to be performed with supervisor.
- Meets with crew at job site to discuss safety requirements.
- Notifies customers if power will be disrupted.
- Ensures that the crew has all safety equipment required to do the job.
- Loads all material and equipment needed for the job.
Sets poles and constructs other devices to hold electrical wire.
- Ensures equipment is grounded so job can be done safely. Checks to see if job can be done with “hot” or “cold” pole.
- Places rubber on all exposed wires that may come in contact with new pole.
- Ensures all other utilities have been located before digging hole.
- Digs pole hole and sets pole to specifications.
- Relocates old wire and material to new pole.
Strings new wire and maintains old wire. Installs and maintains transformers and other equipment.
- Blocks station and applies grounds where needed.
- Places rubber on exposed crossings.
- Grounds all pulling equipment.
- Ensures old wire is pulled out and in place.
Installs, repairs and maintains underground electrical distribution systems.
- Trenches in wire and sets up transformers and pads.
- Terminates dip poles, transformers, and switching cabinets.
- Trouble-shoots bad underground primary cable using thumper.
- Works with all phases of construction from specifications to completion of construction.
Installs, maintains and repairs traffic and outdoor lighting.
- Responds to work orders on street lighting overhead and underground wiring for lighting.
- Repairs and replaces all types of lighting such as mercury vapor, high pressure sodium, etc. Uses fault locating equipment for underground wiring.
- Trims trees where needed.
- Assembles and erects substations. Prepares job site and installs transformer, insulators, circuit breakers, capacitors, circuit switches, disconnect switches, high voltage fuses and voltage regulators.
- Performs skilled work in the constructing, reconstructing, maintaining and repairing electrical systems and equipment, including substation, distribution systems, transformers, and power lines; inspects, installs, services, troubleshoots and modifies high voltage electric distribution and related equipment.
- Performs skilled work in placing and removing crossarms, stringing wires, tapping wires, repairing crossarms and wires, placing and replacing insulators and setting transformers.
- Performs live line work as necessary to ensure safety and minimize power outages.
- Inspects, tests, calibrates and adjusts various controls or meters used in the electrical system to measure voltage, current, and resistance.
- Installs and maintains underground or overhead wiring systems as required.
- Provides temporary power connection for contractors.
- Installs and connects wire, meters and other electrical services on customer premises.
- Climbs utility poles using safety belt and climbers.
- Operates a variety of equipment and trucks, and the use of attached equipment such as power diggers, bucket truck, trencher, and derrick truck to construct, maintain and repair the electric distribution system.
- Conducts on-the-job training and directs crew activity in all live line maintenance and construction tasks.
- Maintains safety practices and procedures.
- Keeps inventory, time and material records, as assigned; stocks service vehicles as required.
PERIPHERAL DUTIES
- Ensures equipment is in proper working order.
- Responds to customer complaints.
- Performs other related duties as required.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from high school or GED equivalent, and
- Five years’ experience in construction or electrical maintenance; or
- Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
- Working knowledge of methods, materials and tools used in electrical distribution system maintenance work.
- Working knowledge of the occupational hazards and safety precautions of the trade. Considerable knowledge of the principles of electrical theory as applied to electrical circuits and wiring systems and ability to apply this knowledge to work situations. Knowledge of how circuits feed and where they can be blocked.
- Skill in operation of the listed tools and equipment. Skill in the application of first aid methods including artificial respiration. Skill in the reading and interpretation of electric schematics and one-line diagrams.
- Ability to follow proper methods, procedures and safety precautions of line work; Ability to understand and follow complex oral and written instructions; Ability to work under varying weather conditions.
SPECIAL REQUIREMENTS
- Valid State Driver's License or ability to obtain one, with CDL endorsement.;
- Must possess a Class A lineworker’s license or certification;
- Certified to perform First Aid and CPR;
- Certified in Pole Top Rescue.
