What are the responsibilities and job description for the Code Enforcement Officer position at City of Spartanburg?
The purpose of this position is to enforce code compliance with specifications, ordinances and regulations for the City of Spartanburg and is responsible for performing inspections of houses and premises including substandard and dangerous structures.
This class works under general supervision, independently developing work methods and sequences.
- Interprets minimum housing codes, nuisance ordinances, and identifies deficiencies by inspection of residential properties.
- Prepares written notices of code deficiencies to property owners and reinspects properties to determine code compliance.
- Identifies all code deficiencies and notifies owner to repair or demolish and follows through with demolition if necessary.
- Makes recommendations for appropriate enforcement actions.
- Verifies property ownership and other parties of interest in enforcement actions, and ensures appropriate written notices are provided.
- Schedules and attends administrative hearings on code enforcement actions.
- Issues summonses to appear in Municipal Court for violations of the minimum housing code and nuisance ordinances.
- Prepares specifications and instructions for bidders for demolition of residential structures.
- Coordinates procurement of demolition services and inspects demolition sites for compliance with contract documents.
- Prepares routine correspondence to property owners.
- Interacts with tenants in code enforcement actions to explain processes; assists with relocation and recommends payment of relocation expenses for eligible occupants.
- Performs general office work, including answering telephone, maintaining records and reports, entering computer data, etc.
- Receives and handles complaints providing assistance, information, and solutions as needed.
- Performs related work as assigned.
- Vocational or technical school graduate or equivalent.
- Two (2) years of experience or an equivalent combination of education, training and experience.
- ICC certified Property Maintenance and Housing Inspector.
