WORK HOURS: 7:00 AM TO 4:00 PM
This position in the Building Department is responsible for the evaluation, planning, management, and coordination of escrow accounts, inventory, and departmental financial processes. This position is also responsible for department refunds and will work with finance to ensure compliance for annual audits. This position is responsible for leading the budget process along with the Director and will ensure that the department stays on track to comply with state requirements for the Building Department enterprise funds. Reports to the Deputy Director of Administration and Technical Services.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Evaluates and manages building escrow accounts and sends out monthly statements.
- Monitors escrow accounts and closes out accounts and issues refund when requested or due to inactivity.
- Manages, oversees, or completes financial related functions including but not limited to prepares and oversees operating budgets and analyzes trends affecting budget needs; assist in long range planning. Submits reconciliations of funds to Finance. Processes all department refunds. Leads in preparation of budgets for the Building Department.
- Attends and participates in budget meetings, and other meetings when necessary.
- Coordinates the department physical inventory of assets; prepares all documentation for asset transfers and disposals.
- Prepares and maintains a computer-based inventory system of materials and equipment utilizing spreadsheets for all property issued to department employees.
- Completes the annual audit of Escrow accounts and works with finance to ensure accurate balance.
- Works closely with finance during annual audits of permitting fees to ensure compliance.
- Helps update the Building Department schedule of fees.
- Provides information to citizens, contractors, developers, regarding refunds and escrow accounts.
- Tracks and processes NSF transactions for the building department
- Performs the financial testing to include batches on current software departmental upgrades.
- Is the backup for P-card transaction coding, purchase order and requisition entry and payment processing.
- Helps coordinate the end of the year closeout for financial items such purchase order closure and/or requests to roll over.
- Performs related work as assigned.
Minimum Education and Experience Requirements
Requires an associate’s degree in accounting, Finance, Public Administration or related field, supplemented by two (2) years of progressively responsible experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Must possess and maintain a valid state Driver’s License with an approved driving history.
