FACILITIES MAINTENANCE SUPERVISOR
NATURE OF WORK
This is a supervisory position that includes direction of operational staff and administrative work over operation and maintenance of the St. Cloud Police Department facility and gun range. Work involves the responsibility for organizing, assigning, training, and evaluating the activities and building maintenance staff of the facility and range. Work also includes considerable interaction, supervision and problem solving with the facility staff, building patrons, vendors, contractors and any and all other visitors to the facility and/or range.
Responsibilities include, but are not limited to, preparing budget reports on facility operation, creating, compiling and maintaining maintenance records, preparing work reports on projects for facility/range operation, supervision and/or completion of any and all maintenance work at the facilities as well as any building/range modifications, building/range maintenance, repair, plumbing, electrical, day to day housekeeping, grounds maintenance and custodial work. Specifically this position will be responsible for the overall operation, maintenance and testing of facility systems including but not limited to security systems, fire alarm and suppression systems, boiler systems, HVAC systems, computerized monitoring systems, elevator systems, and garage door systems. The position will also be responsible for the direct supervision of all installation of new equipment and/or the repair or removal of all non-working existing equipment. This position is responsible for the assignment and supervision of all setup and takedown regarding departmental facilities hosting special events, trainings and meetings.
Through all listed responsibilities and positional requirements this position is responsible for complying with all applicable federal, state, and local regulations regarding safety and environmental work hazards.
Assignments may be received from co-workers and /or supervisors either in writing or orally. Work will be reviewed by the supervising Lieutenant on a regular basis for effective and efficient performance of duties.
EXAMPLES OF WORK

- Plans, organizes, assigns, schedules, trains and evaluates the activities of full-time, part-time, contractual and volunteer employees;
- Supervises building/range maintenance of interior and exterior of identified facilities;
- Supervises special event, training, meeting set up and take down ensuring all task are completed in a timely manner;
- Install, replace, repair minor electrical and related systems (not requiring electrical licensure), e.g. ballast’s, lights, bulbs, light switches, wiring, fuses, cables, cords, circuit breakers and light fixtures;
- Supervises, monitors, and maintains all facility equipment, furniture, systems;
- Supervises, monitors and makes adjustments in the Metasys program of the HVAC systems and requests of a contractor for repairs;
- Supervises, monitors and makes adjustments in the Douglas Control program for building lighting systems, and requests of a contractor for repairs;
- Supervises, monitors and makes adjustments on the UPS system, and requests of a contractor for repairs;
- Contractor oversight to include negotiating applicable maintenance contracts, ensuring contract provisions are complied with, monitoring contract performance and facilitating contract and or performance adjustments as necessary.

FACILITIES MAINTENANCE SUPERVISOR
- Assumes all responsibilities for all operations of the facility and range and reports inadequacies to the supervising Lieutenant with a report outlining steps for corrections;
- Operates high-reach lift at 25 feet above ground, floor burnisher, floor scrubber, snow blower, four-wheeler, power tools, and other equipment;
- Supervise and monitor events as assigned;
- Maintains inventory control of all building/range supplies;
- Prepares records and reports relating to the operation and maintenance of equipment, buildings and grounds at each site;
- Prepares reports and assists in preparation of budget expenditure estimates ad reports;
- Assists in determining patron and employee safety measures;
- Trains and directs the building maintenance personnel;
- Maintains inventory of all maintenance materials and supplies;
- Supervises snow removal and recycling;
- Makes recommendation to the supervising Lieutenant regarding physical facility, maintenance, equipment, personnel leave, service levels and utilities;
- Conducts regular facility inspections to monitor equipment, personnel and general facility/range activity;
- Performs related work as assigned.
MINIMUM REQUIREMENTS
- High school diploma,
- A combination of at least 2 years training and experience substantially equivalent to a diploma, degree or certificate from an accredited school in building construction, facilities management, or related field.
- Three years of considerable management and/or progressively responsible experience in facility and equipment maintenance and repair,
- Licenses must include an appropriate boiler’s license, 2C or above and a valid
Minnesota Driver License.
DESIRABLE EDUCATION AND EXPERIENCE
- Experience in building maintenance and management;
- Experience in training and supervising maintenance personnel;
- Considerable working knowledge of the facilities involved in this description;
- Considerable knowledge in the practice, methods, techniques, tools, and equipment used in building facility maintenance and repair including boiler and HVAC operations.
- Ability to direct, supervise full-time, part-time contractual and volunteers personnel;
- Ability to establish and maintain effective working relationships with supervisors, officials, employees and the general public;
- Ability to follow both written and oral instructions;
- Ability to work independently and with a minimum amount of direct supervision;
- Ability to develop and maintain accurate record system; Ability to adjust to a flexible schedule of non-standard works hours; ability to tolerate long and stressful shifts of work which may include rotating or continuous shifts, call-ins;
- Considerable knowledge of the hazards and safety precautions of the assigned work;
- Ability to plan, organize, lay out, direct, supervise and evaluate complete projects/events so as to obtain efficient results;
- Ability to perform detail work

- Must be able to read, write and speak English at a sufficient level in order to successfully communicate with the general public, understand written directives, recognize hazardous materials, prepare reports and supervise subordinates through a variety of communication methods;
- Must be able to perform strenuous physical work including repetitive bending, stooping, kneeling and lifting up to 50 pounds or move;
- Must be able to identify and recognize, and operate required tools and equipment associated with this position;
