Job Duties:
The City of Virginia Beach is looking to add a Civil Plans Examiner I to the Permits & Inspections division of the Planning & Community Development Department.
Duties of this position include, but are not limited to:
Examine site plans for Utility and Right-of-way Permitting Projects, residential and minor commercial site development plans or site drawings and specifications, for compliance with all applicable federal, state and local codes and standards for roadways construction, site plan storm water, sewer and water lines, Virginia Natural Gas Mains, Petroleum Fuel Lines and communications lines as well as overhead utilities infrastructures improvements.
Review Utility Plans for conflicts with existing infrastructure in the cities Right-of-way, during the design phase and construction of various utility projects, research property information prepares special projects and presentation of graphics etc.
Review intake of Utility and Right-of-way Permits, coordinate Sureties and other legal documents provide oversight on an as needed basis for special projects. Coordinate with the City of Virginia Beach City’s Attorney Office on all Franchise agreements disputes.
Review site plans and provide information to contractors, engineers, architects, and homeowners on the phone and in the field as to any requirements prior to issuance of the applicable Utility and Right-of-way Permits.
Issue Utility and Right-of-way with associated civil permits verifying the address and zoning on site plans, payment of applicable fees, i.e. public utilities, bonds, etc., current contractor registration and City business licenses and calculation of related fees.
File plans and maintain log of plan status; purge files of duplicate and/or outdated plans and specifications.
Coordinate utility asset records with records maintained in other database systems; and maintain permit information in a database and coordinate permit reviews.
Meet with architects, engineers, or contractors in the office to review preliminary plans for compliance with codes and discuss City policies and Ordinances and review processes procedures.
Assist field inspectors by supplying information or solving field problems.
Attend departmental meetings as a representative to provide input relating to codes and site developments.
Prepare necessary written correspondence in response to memos, letters, and telephone conversations.

Minimum Requirements:
MINIMUMS: High school or GED plus three (3) years, experience in positions which utilize the required knowledge, skills and abilities, such as building/civil inspector, land surveyor, engineer, senior draftsman, or construction superintendent; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have, or obtain, a current and valid Virginia or North Carolina driver?s license in accordance with Virginia or North Carolina DMV driver?s license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
