The Lakes Specialist performs a variety of technical work for the City's Natural Resources and Sustainability Department.
Work may include coordination, planning, and execution of tasks related to various lake management activities including permitting, state and federal TMDL process, NPDES permit compliance, and water quality.
Work is performed under general supervision - the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments;
work is reviewed periodically and is evaluated through meetings, and results achieved.
Examples of Duties
ESSENTIAL FUNCTIONS :

- Promote, coordinate, and implement a variety of activities including volunteer opportunities, environmental restorations, and clean-up events.
- Attend HOA and other professional and civic meetings to conduct educational discussions and provide technical / limnological assistance for waterbodies, which includes evening / weekend meetings.
- Regularly performs lake bioassessments for lake management activities (i.e. invasive plant management, water quality).
- Reports on lake management activities to residents and Boards.
- Prepare briefs, brochures, newsletters, and fact sheet news releases for residents related to permitting and lake management activities.
- Prepare agendas, minutes, meeting notices, and other permit or board related documentation.
- Prepare grass carp fish permits, execute stockings, and maintain stocking records.
- Calibrate instrumentations, run diagnostics, and perform field sampling.
- Uses Geographic Information Systems (GIS) technology to collect and manage data and perform a variety of tasks, including creating maps and graphic reports, analyze spatial data for data analysis, and provides workflow data entry.
- Assist Lake Manager with Lakes program including lakes assessments / inspections / treatments, scheduling, data analyses / assessments, report preparation, QA / QC, and all other aspects of the highly technical program.
- Close coordination with Florida Department of Environmental Protection (FDEP) and Florida Fish and Wildlife Conservation Commission (FWC) required.
- Responsible for the compilation of all monthly / annual reporting for NPDES permit requirements as directed by the Lakes Manager.
- Samples and prepares technical assessments regarding fish kills, algae blooms, cyanobacteria issues, fecal coliform bacteria levels and toxic spills / illicit discharges.
- Conduct investigations of reported illegal dumping into stormwater management systems and surface water.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES :
- Working knowledge of nutrient reduction methods, environmental sampling procedures, and Florida ecology.
- Working knowledge of surface water quality sampling and biological monitoring / assessment protocols.
- Working knowledge of the safe operation of boating vessels and trailering.
- Working knowledge of aquatic herbicides.
- Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
- Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
- Ability to complete tasks in a timely manner, multi-task, organize work load, meet deadlines, follow-up and take tasks to completion.
- Ability to maintain focus and flexibility with frequent interruptions; ability to follow up and monitor status of ongoing projects.
- Ability to work a flexible schedule with weekend and evening accessibility.
- Ability to recruit, motivate, and direct activities of volunteers.
- Ability to make critical and difficult decisions with some direction that conform to the policies and procedures of the City and the Department.
- Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
- Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

MINIMUM QUALIFICATIONS :
Bachelor's Degree in Environmental Sciences or related field with a minimum of two years' experience in lake management activities, aquatic plant identification, volunteer and restoration events.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills, and abilities and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS :
- Possess and maintain a valid State of Florida Driver's License, Class E or higher.
- Possess and maintain a State of Florida (FDACS) Restricted Use Herbicide License in Aquatics or the ability to get the license within six months of hire.
- Possess certification in FDEP Lake Vegetative Indices (LVI) protocols.
- Possess Boater Safety Course Certification and completion of Airboat Safety Course.
- Must be proficient in GIS.
Note : All certifications must be current at the time of application and must be maintained as a condition of continued employment.
OTHER REQUIREMENTS : Physical
Physical
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force repetitively to move objects;
work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.
Ability to ascend / descend stairs, scaffolds, and ladders.
Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.
Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs / maintenance.
Ability to position oneself to work in confined or difficult to reach spaces.
Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.
Environmental
Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.
Sensory
Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
