What are the responsibilities and job description for the Learning and Development Manager position at CivicPlus?
CivicPlus provides SaaS products to help local governments positively engage with their community members. We’re eight products strong and growing!
In collaboration with organizational leaders and SME’s, the Learning & Development manager will have the opportunity to develop and implement a learning program to build a company-wide culture of learning, enhance efficiency and performance, and educate our future and current leaders. This role is responsible for successful employee onboarding, new product integration training, leadership training programs, and the CivicPlus LMS, content, and provider relationship.
About the role:
- Be an influential learning leader while being comfortable operating within all levels of the organization to plan, design, develop, implement and adjust innovating training curricula and implement a comprehensive and effective L&D program
- Evaluate current and proposed training programs for effectiveness and employee engagement
- Balance multiple large-scale projects and communicate effectively with key stakeholders
- Work closely with senior management and SME’s to anticipate future training needs, challenges and opportunities, and plan accordingly
- Develop an ongoing learning and development schedule of all programs including mandatory, obligator, corrective and developmental trainings to comply with state, federal and local regulations, company policies and procedures
- Design and execute innovative strategies for hybrid training and employee development
- Responsible for providing as well as promoting our core values throughout all levels of the organization by creating and ensuring effective learning and development programs
- Ensure best-in-class experience for new hires and development opportunities for existing employee
- Manage the CivicPlus LMS, LMS content, and the governance plan for that system.
- Ensure alignment of companywide strategy and initiatives to Learning and Development plans.
- Create benchmarks for building out measurable and successful learning KPIs
Experience & Skills we value*:

- Proven success working in high volume, multi-faceted environment(s) managing multiple projects that require exceptional customer service, proactive strategic decision making, critical thinking and attention to detail
- Strong interpersonal and networking skills
- Ability to independently plan and manage complex projects and meet deadlines
- Demonstrated problem solving skills, including the ability to offer out-of-the-box and creative solutions
- Bachelor’s degree in related field or equivalent experience
- 5 years of HR/L&D experience in a dynamic, fast-paced professional environment
- 5 years of experience in instructional design
- Must understand employment regulations and be familiar with compliance programs
- HRCI or SHRM certification highly preferred
