GENERAL DESCRIPTION OF THE POSITION:The Human Resources Specialist performs administrative, secretarial, and clerical support functions for the Human Resource Services program. The Specialist manages employment information, records, and reports related to the personnel functions of the ESD. The Specialist exercises considerable discretion in preparing, protecting, and releasing confidential material relating to general district operation.
DESCRIPTION OF DEPARTMENT:The Human Resource Services Department supports the Clackamas ESD mission by recruiting, selecting, supporting, and retaining a highly qualified and diverse staff. We offer consultation and assistance on work-related issues, including contractual responsibilities, human resource policies and procedures, and compliance with legal mandates. Human Resource Services takes pride in sustaining collaborative working relations with the district's employee associations.
CLACKAMAS EDUCATION SERVICE DISTRICT: One of Oregon's 19 ESDs charged with providing programs for children with special needs, technology support, school improvement, and administrative services to local school districts and the Oregon Department of Education. Clackamas ESD serves ten school districts in Clackamas County, including Canby, Colton, Estacada, Gladstone, Lake Oswego, Molalla River, North Clackamas, Oregon City, Oregon Trail, and West Linn-Wilsonville.

ESSENTIAL FUNCTIONS:
- Implements the Districts personnel requisition, recruitment, hiring, and new employee processes, including vacancy announcements, applications, background checks, reference checks information, and appropriate licensure.
- Collects, enters, and verifies accuracy of employee data in the Human Resource/Payroll system; maintains employment forms, records, and files according to established District, regulatory, and legal guidelines.
- Manages leaves of absence, including FMLA/OFLA requests; ensures compliance with District policies, association contracts, federal and state laws, HIPAA; documents and communicates leave status to supervisors and requesting employees.
- Coordinates and manages the Districts workers compensation program, including communication with SAIF, supervisors, and employees.
- Assists the director in organizing and implementing human resource projects such as new hire orientation, recruitment fairs, human resources trainings; prepares and coordinates materials used in department presentations and meetings.

- Three years of recent successful experience in an administrative support position that includes HR-related functions
- Working knowledge of state and federal labor laws and regulations
- Exceptional ability to maintain confidentiality of District and employee information
- Exceptional ability to use diplomacy and tact when addressing sensitive and confidential employee information
- Exceptional ability to conduct positive and professional interactions with management, employees, and clients
