    About the program:
    Educators throughout Clackamas County and Oregon utilize Teaching and Learning’s services to maximize student learning through professional development, consultation, demonstration lessons, feedback to teachers, and collaborative coaching. We leverage resources to benefit students, educators, and the greater community by promoting successful teaching and learning.

    C-TEC Youth Services supports 16-24-year-old youth experiencing barriers to employment or education. Career advisers help youth create goal plans that best fit their interests and strengths, and connect to the many resources and opportunities available to them. The program emphasizes collaborative partnerships among regional school districts, Clackamas Career and Technical Education Consortium, Clackamas Community College, WorkSource Clackamas, Oregon Department of Human Services (ODHS) and other community agencies. Funding includes a federal Workforce Innovation and Opportunity Act (WIOA) grant through Clackamas Workforce Partnership.

    About this position:
    The Youth Services Program Specialist plans, coordinates and provides oversight for all aspects of the day-to-day operations of the C-TEC Youth Services Program.

    Essential functions:

    • Coordinates all aspects of the daily operation of the Youth Services Program and provides for the daily support of program staff
    • Provides technical assistance to partners or subcontractors, as needed, and ensures that all contractual obligations, both financial and programmatic, are met
    • Coordinates with Management Information System (MIS) provider to develop and maintain appropriate evaluation and reporting procedures to determine project effectiveness as required by the funding agent, including all monthly, quarterly and annual reports
    • Represents the Youth Services Program to the college, high schools, agency partners, business and industry, governmental agencies, community organizations, and the media
    • Ensures through leadership and direction that all staff and partners are supported successfully, meeting performance outcomes and the established mission of the Youth Services Program
    • Acts as a liaison between and among the ESD, county high schools, the community college, and community agencies involved in delivering program services
    • Coordinates program grant activities, to include tracking the funding, collaboration in writing, submission and reporting
    • Attends meetings, activities, and events as needed to support and motivate staff and partners
    Minimum qualifications:
    • Minimum five years of experience in an educational/social service program with multiple components and partners in a culturally diverse environment
    • Demonstrated working knowledge of the U.S. Department of Labor’s Workforce Innovation and Opportunity Act
    • Considerable working knowledge of educational and employment barriers experienced by at-risk youth and their families
    • Ability to provide guidance and support for implementing holistic strategies for improving academic success, personal development and employment skills
    • Ability to make decisions independently and to use initiative and judgment in accomplishing tasks following overall policies and objectives
    • Exceptional time management, planning, and organizational skills
    • Ability to coordinate assignments and work independently, prioritizing tasks to meet deadlines while maintaining accuracy and attention to detail
    • Exceptional problem-solving and decision-making skills including flexibility and adaptability to changing conditions
    • Highly proficient in word processing, database, spreadsheet, and presentation software
    • Exceptional oral communication skills to explain policies, procedures, and projects, and to interact with employees, clients, and the public, using discretion, tact, diplomacy, and judgment
    • Ability to generate and implement strategies to improve efficiency and enhance service delivery
    • Ability to maintain the confidentiality of sensitive and confidential materials
    • Written and oral communication skills sufficient to perform essential functions
    • Physical and mental attributes sufficient to perform essential functions
    Preferred qualifications:
    • Bachelor’s degree in public administration, educational leadership, a social science discipline or related area

    Salary: Range 21 of the classified salary schedule. New hires are eligible to come in at up to Step 4 of the classified salary schedule, depending on experience: $29.40 - $31.96 per hour.

    Retirement plan contributions:
    Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
