Town of Clarkdale, Arizona seeks a Public Works Foreman. Under general direction of the Public Works Superintendent, this position assists in overseeing the day-to-day operations of the Public Works Operations Division while performing a variety of skilled and technical tasks relative to the day-to-day operations, maintenance and repair of the Town’s buildings, roads, grounds, open spaces, parks and/or recreation systems.
Located in central Arizona, Clarkdale is a charming, historic town, on the banks of the Verde River and at the base of Mingus Mountain. Ideally situated above the heat of the desert and below the cold of Arizona’s high country, Clarkdale enjoys a moderate year-round climate at an elevation of 3,500 feet.
This position is a range 15 $21.77 - $34.85, DOQ. This is a non-exempt, full time, “at will” position, with full benefits.
DISTINGUISHING CHARACTERISTICS:
This position is distinguished by years of experience in the field of Public Works, supervisory experience, project ownership, and training capacity for subordinate classifications. Incumbents do all the duties set forth in the subordinate classifications in the series, supervises projects, takes ownership of quality and deadlines for projects, and personally performs the more difficult and complex public works maintenance and repair tasks requiring knowledge and skill in the general trades field; and assists with training and directing less experienced staff. This position requires strong customer service skills, knowledge in all aspects of Public Works maintenance activities, and the ability to lead crews.

ESSENTIAL FUNCTIONS AND DUTIES: * Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.   • Delegates daily work assignments of the Public Works department. Provides advice on how to resolves problems in accordance establish standards and practices, oversees Division training, provides ongoing feedback to Superintendent and Director regarding daily performance and attendance as well as input on hiring and annual performance evaluations.
  • Provides reports on the results of work and participates in reviews of equipment and material needed for the function of the Public Works Department.
  • Mows, trims, and maintains cemetery, parks, open spaces, right-of-ways, and alleys.
  • Performs maintenance and repair of sprinkler systems including installation of sprinkler lines and heads.
  • Operates tractors, mowers, backhoes, and other equipment as needed.
  • Plant lawns, trees, shrubs, flowers. Carries out the seeding, fertilizing, top dressing, soil condition, water, tree trimming and pest and weed control of parks and open spaces.
  • Ensure the scheduling and management of weed and pest control is completed effectively.
  • Inspects washes and performs routine maintenance of park facilities.
  • Ensure facilities are ready (cleanliness, HVAC/electrical/plumbing working) for various events.
  • Collects and disposes of solid waste from building and grounds.
  • Patches road surfaces by cleaning potholes, applying patching materials, leveling, and packing.
  • Builds forms, mixes concrete, and does concrete work.
  • Cleans, rebuilds and repairs drains and culverts, digs drainage ditches.
  • Installs and maintains street signs and markings.
  • Assists in basic construction of new park facilities as time, equipment and skills allow.
  • Documents and maintains accurate records.
  • Responds to emergencies on a 24 hour call out for natural disasters such as floods, windstorms, traffic accidents, assists other departments by providing traffic control and safety needs.
  • Maintains current skill and knowledge in the proper and safe techniques of building and ground maintenance functions.
  • Use initiative and independent judgement within established policy and procedural guidelines.
  • Performs other duties as needed or assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of:
  • Materials, methods, and tools used in the maintenance, construction and repair of streets, public buildings, landscaped areas, parks, and motorized equipment.
  • Substantial knowledge of equipment, site development, and underground utilities.
  • Safe working practices of Public Works maintenance trades.
  • Motorized equipment capabilities, sizes, components, and applications.
  • Weeds, pests and appropriate herbicides/pesticides.
  • Price trends and grades or quality of materials and equipment.
  • Applicable State, Federal, and local laws, regulations, and policies as they relate to the assigned area of responsibility including OSHA laws, regulations, standards, and EPA regulations.
  • Modern office practices, procedures, techniques, and equipment.
  • Skill and Ability to:
  • Operate and maintain tools and equipment in safe and effective manner.
  • Calculating asphalt, concrete and supplies needed for Public Works Projects.
  • Follow appropriate Personal Protective Equipment (PPE) procedures.
  • Understand and read blueprints, and maps.
  • Operate heavy machinery.
  • Respond to emergency situations at all hours of the day and weekends.
  • Communicate appropriately in high-stress situations.
  • Efficiently and effectively delegate tasks and lead teams on projects.

Qualifications*
MINIMUM QUALIFICATIONS: *
Equivalent combination of education and professional experience which provides the applicant with knowledge, skills, and abilities required to perform the job will be considered. The equivalents of five (5) years of experience performing duties comparable to those of a Public Works Specialist II. Two (2) years supervisory experience. High school diploma or GED required.
SPECIAL REQUIREMENTS, LICENSES AND CERTIFICATIONS:
Must possess a valid Arizona drivers’ license at time of appointment and maintain an excellent driving record. Must have the ability to obtain a valid commercial driver’s license (CDL) within six (6) months of hire. Possession of or ability to obtain Applicator License through the Department of Pest Management within 12 months

PHYSICAL REQUIREMENTS: This classification involves work that requires that ability to traverse uneven terrain and use of the public works vehicles for transportation to job sites. Work will be divided between the office and work sites as required. Work will require travel throughout the Town for project inspections, to various locations to attend meetings, or to specific locations for seminars and training as needed. May be required to work outside normally scheduled hours, evenings, weekends and/or holidays.
