The EIU’s Public Policy Consulting Practice in Washington, D.C. seeks a Business Development Recruiter for our Washington, DC office to support proposal and project start-up activities. The Business Development Recruiter will be responsible for providing recruitment support to EIU’s US Government (USG) Business Development Team as part of the proposal preparation process for USG and other institutional donor-funded opportunities. This role will lead recruitment efforts on open and upcoming bids for potential program staff – key personnel and core staff and will also assist in the development of recruitment resources and guidelines specific to USAID, MCC and other USG funding sources.
Accountabilities
How you will contribute:
Proposal Recruitment (50%)
- Recruit technical personnel in response to donor’s solicitation requirements (mostly USAID and MCC) proposals; full life-cycle recruiting to include; developing recruiting strategy, sourcing candidates, drafting advertisements, screening resumes, conducting interviews, salary verifications, checking references, drafting offer letters, and negotiating compensation packages
- Assist proposal teams in developing appropriate staffing plans according to proposal requirements
- Track open positions and draft weekly report for USG Business Development Team
- Ensure compliance with all governmental and client employment specifications, as well as The Economist Group’s policies and procedures
Proposal Coordination (25%)
- Draft the staffing sections of the proposal - including management plans, staffing matrices, and CVs.
- Partner with proposal development teams to draft summary statements highlighting the project team and subcontractor technical expertise.
Project Support (25%)
- Support project start-up for recruitment including staff mobilization, drafting and executing employment agreements.
- Provide operations assistance to project staff, and backstopping country and DC-based programs, tracking financials including expense reports and subcontractor invoices.
Experience, skills and professional attributes
Ideal skills for this role are:
5 years of recruiting experience with at least 2 years of business development/proposal recruitment experience in international development, preferably USAID proposals- Bachelor’s degree, or an equivalent combination of education and experience
- Outstanding interpersonal skills and the ability to work with diverse teams and handle many tasks simultaneously, often with inflexible tight deadlines
- Ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing
- High-urgency and creative candidate sourcing experience
- Experience with compensation and employment rules and regulations under US Government-funded activities
Salary : $70,900 - $89,800
