Founded in 1996, CMES, Inc. is a rapidly growing, privately held Georgia-based civil construction company. We are seeking to add a full-time Human Resources Generalist to our team to support our continued rapid growth within the utility industry. This role is an office-based position, located in Norcross, Georgia and will support the project management needs in the field. The ideal candidate will have previously worked in the construction field and/ or will have a strong background in understanding how to administer the human resources function for project managers, laborers, operators, and various other field related positions. This position will require the ability to understand multiple HR technology platforms, ATS capabilities and KPI reporting. This is a full time, exempt position that will report to the President and CEO in the office daily. This is not a remote position.

Essential Job Duties and Responsibilities:

• Maintain a consistent visible presence on project sites and with departments and be the HR liaison providing HR guidance with internal processes, policy, and compliance
• Partner directly with the Human Resources Staff to ensure all requests are communicated clearly and aligned with established workflows ensuring that transactions can be completed in a timely manner.
• Support alignment within and across business units and execute business processes with Payroll, Operations, Fleet, Estimating, Contracts, and other departments as needed.
• Assist with organizing, interpreting, and presenting complex sets of data in a simplified and conclusive manner.
• Support strategic talent priorities, employee engagement, and team effectiveness.
• Lead and negotiate the annual benefits implementation process
• Lead the Recruitment/Talent Acquisition efforts for assigned projects
• Support the team to proactively develop and use collaborative and cooperative relationships to deliver our Respect, Trust and Appreciation strategy promoting the employer brand within and outside of the company.
• Stay current with industry trends and best practices in all aspects of Construction related to the Human Resources Function
• Oversees background testing, drug testing, craft skills testing and other pre-employment activities
• Ensures compliance with all federal, state and local employment laws and corporate policies
• Assists with conducting new employee orientations, obtains completed paperwork from new hires
• Arranges and attends job fairs to keep recruiting on-going
• Tracks turnover and retention ratios
• Oversees the ATS process
• Weekly / Monthly Reporting
• Compliance Reporting
• Prepare estimating documents
• Request and track various quotes from vendors, suppliers, sub-contractors, etc.
• Prepare and submit various legal documents
• Other duties as assigned
Minimum Qualifications and Experience
• 5 - 10 years of previous experience - Required
• Familiarity with craft and field/technical employees in the heavy civil / infrastructure / utility construction industry – Preferred (ie: operators, laborers, superintendents, foremen)
• Experience recruiting highway / road construction projects – Preferred
• Basic understanding of human resources practices - Required
• Must have excellent oral, written and interpersonal communication skills; excellent organizational and time management skills. - Required
• Knowledge of federal, state and local laws regarding employment practices - Required
• Travel to local job site locations - Required
• Experience using an ATS for recruiting - Required
• High School Diploma or Equivalent - Required
• Experience in Microsoft Office, Proficient Level - Required
• Experience with Heavy Jobs / Key Style / Vista - Preferred
COMMUNICATION SKILLS
• Excellent communication and interpersonal skills, plus demonstrated ability to work across varied disciplines
• Ability to communicate effectively both orally and in writing
• Ability to read and comprehend complex instructions, correspondence and memos
