SUMMARY The Civil Engineer position performs engineering activities in support of the United States Department of Agriculture’s (USDA) Build America, Buy America Act (BABAA). ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken. Provides expertise on construction industry based on extensive institutional knowledge of the types of materials and equipment used in water, wastewater, storm water, and solid waste industries, as well as knowledge of manufacturers and their ability to produce necessary materials domestically. Provides support for technical, economical, or other aspects of BABAA compliance. Assists Market Research Specialist as needed. Supports USDA responses to technical information requests from external parties regarding BABAA compliance and BABAA-compliant products. Performs site visits to monitor BABAA compliance by funding recipients, as directed by USDA, and maintain database of such visits. Prepares and presents training, as directed by USDA. Assists with reporting as outlined in contract requirements. Travel may be required, up to 25%. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. EDUCATION / EXPERIENCE Bachelor’s Degree in Civil or Environmental Engineering or closely related field, and minimum of three (3) years' experience in construction administration. CERTIFICATES, LICENSES, REGISTRATION Engineer In Training Registration (PE Preferred) JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Strong skills in analysis and problem solving. Solid understanding and ability to adhere to local, state, and federal guidelines and regulations. Ability and willingness to travel frequently – for at least 25% of the time. Strong ability to supervise tendering procedures and compile job specifications. Ability to carry out effective technical and feasibility studies, as well as site investigations. Ability to effectively monitor and drive project activities. Ability to prepare safety and function analyses. Possess strong organizational and site management skills to effectively coordinate site activities. Ability to perform calculation, dimensioning, and control of concrete and metallic construction. Profound ability to carry out safety analyses and stability and quality control. Ability to effectively work with professionals from other fields, including subcontractors and architects. Strong ability to plan and manage project resources and budgets. Excellent in the use of relevant civil engineering software programs, including AutoCAD and Civil 3D. Strong communication skills, including verbal and written. MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Regularly exposed to general office and general office machinery noise. May be exposed to warehouse, truck or forklift noise.
