Overview

Cobb EMC is currently recruiting for Supervisor of Power Control to be responsible for monitoring, operating, controlling, and maintaining the integrity of the electrical Distribution System for Cobb EMC following prescribed procedures. Cobb Electric Membership Corporation (Cobb EMC) is a not-for-profit, member-owned electric cooperative, which ranked third in the nation for reliable electricity and consistently delivers electricity at record-low rates to nearly 200,000 residential and commercial customers in five counties just north of Atlanta, GA: Cobb, Bartow, Cherokee, Fulton and Paulding counties. Responsibilities

Major Areas of Responsibility  

The items listed are major responsibilities of this position. Safety & Corporate Standards:

  • Perform all work in a safe manner, encouraging others to do the same, and reporting unsafe situations, environments, and work procedures.

  • Complete all assigned work in an accurate, timely, and efficient manner.
  • Maintain a neat and orderly work area.
  • Advise immediate supervisor of maintenance needs on equipment.

 

System Operation:

  • Assist Apparatus personnel in testing the electrical distribution system.
  • Originate and issue switching orders to appropriate personnel.
  • Gather and interpret information related to the status of the electrical distribution system for the purpose of troubleshooting.
  • Respond to emergencies, such as transformer or distribution line failures, and route current flow around affected areas
  • Control, monitor or operate equipment that regulates or distributes electricity, using data obtained from instruments or computers.
  • Coordinate and communicate with engineers, planners, field personnel, or other utility workers to provide information such as clearances, switching orders, or distribution process changes.
  • Direct personnel engaged in controlling or operating electrical distribution equipment or machinery
  • Maintain current working knowledge of Cobb EMC’s evolving system protection schemes
  • Monitor, Isolate faults and Restore power flow.
  • Analyze SCADA alarms to determine the state of the electrical distribution system and take appropriate action.
  • Coordinate and collaborate with SCADA/AMI team on ensuring the SCADA system is up to date with the latest information on field devices

Power Control Records:

  • Monitor and maintain all records associated with SCADA, video wall map board, weather radar, radio, and other control room equipment.
  • Maintain the following records daily: Substation Security Log, “R” Switch, Outage, Data Channels, and Tower Lights.
  • Maintain radio log consistent with FCC regulations.
  • Ensure proper processing of outage reports.
  • Report accurate trouble data both monthly and annually for senior management review.

Member Inquiries/Communication:

  • Report any unusual conditions to proper personnel.
  • Constantly monitor all communications to ensure that information is relayed to appropriate field locations.
  • Ensure that all member inquiries are promptly, courteously, and professionally addressed.
  • Ensure that all complaints are promptly routed to the proper personnel during normal work hours.

Other Operations Duties:

  • Maintain knowledge of system changes.
  • Monitor loads to determine peak level.
  • Ensure effective operation of automated field device equipment.
  • Assist in overseeing operation of SCADA equipment.
  • Accurately write switching orders when necessary.
  • Ensure the accuracy of switching orders written by others.
  • Maintain company info for public relations purposes; updated monthly
  • Develop and maintain written procedures for Power Control
  • Develop and maintain training, both initial and ongoing for System Operators
  • Demonstrate the function of Power Control to touring groups
  • Implement storm procedures, as required.

Supervision:

  • Handle all aspects of employment for subordinate staff, including hiring, promotion, training, and termination.
  • Appropriately document actions in employment issues.
  • Coach and direct learning through direct involvement and reinforcement.
  • Analyze and manage daily workload and schedules.
  • Monitor performance and conduct performance planning and review sessions.
  • Ensure fair and consistent treatment of departmental employees.
  • Actively support the efforts and intent of Equal Employment Opportunity.

 

 

 

Qualifications

Minimum Qualifications  

 

High School or equivalent. 

Minimum one year experience as System Operator III or equivalent.                                                                                                                                                                                                                                                Excellent working knowledge of line feeds, system locations, interpretation of system maps, work order procedures, corporate policies and procedures.

Good working knowledge of FCC rules and regulations.

Successful completion of required training courses and assessments for advancement to this position.

 

Required Skills:  

 

Proficient with SCADA, OMS and the current Cobb EMC software for historical record keeping and reporting

Excellent oral and written communication skills.

Demonstrated supervisory skills.

Ability to effectively communicate via two-way radio.

Ability to effectively perform under pressure and in emergency situations.

Proficient in operating, testing and troubleshooting the Cobb EMC Electrical Distribution System including substation equipment, generators, and automated field device equipment via the SCADA system.

Proficiency with personal computers (i.e., current Windows operating system, Microsoft Word and Excel).

Proficient in maintaining accurate reports and records.

Proficient in performing outage analysis by feeder, recloser and other devices 

Proficient in operating, testing and troubleshooting the Cobb EMC Electrical Distribution System including substation equipment, generators, and automated field device equipment via the SCADA system.

Possess valid Integrated Transmission System (ITS) Operator’s Certification. 

 

Preferred Qualifications:

   

Associates Degree in Electrical, Electronics or related field

Previous Supervisory Experience

 

Physical Demands:

Examples:  Work performed involves primarily sitting at workstation and frequently operating personal computer, occasionally operating other computer equipment as well as a two-way radio; frequently standing at the video wall map board while switching line feeds; occasionally lifting.      

 

Working Conditions:   

 

  • Work in general office environment
  • Occasional time in excess of normal work week, as required.
  • Will be required to work rotating shifts including days, nights, weekends and holidays.

  • Ability to work a combination of 8- and 12-hour rotating shifts. 

  • Available to work outside of normal shift hours during emergencies and severe weather is required

Working Relationships:   

  • INTERNAL:
    • Receive direction and instruction from immediate supervisor.  

    • Provide direction and training to subordinate staff

    • Communicate with all divisions to coordinate dispatching communication in the field.

  • EXTERNAL:
    • Effectively serve all customers to achieve increased customer and public support of the Corporation
