Job Description This position will lead the Java development teams for a mission-critical system that is undergoing a modernization using Java and migrating to the Amazon Web Services cloud. The project is expected to include Full development life cycle and production support/application maintenance in Agile/rapid development environment. This position will support the US Patent and Trademark Office. Key Responsibilities Form the agile teams and specialized teams to modernize the SMD application Lead requirements sessions and collaborate with stakeholders to develop recommendations and approaches, to be approved by the Government. Results of these sessions will generate or update USPTO artifacts such as, but not limited to, the Product Road Map, Epics, and User Stories, business logic and rules, functionality, and system documentation. Adopt the agile operating model such as, but not limited to, DevSecOps where the team will have all capabilities and resources to produce working software, deploy software to production, operate and monitor working software in production Implement a strategy that supports incremental business function and process migration with intermediate deliverables shipped on short timelines Provide agile software development processes that achieve results through continuous capability enhancement, prompt response to emerging needs, demonstrated reliability, and optimized performance with resource utilization minimized. Work through short, tightly scoped product iterations, in which working software is delivered to users regularly, and adjustments are made based on feedback gleaned from these iterations Complete product by working in short development iterations, each of which will typically result in the delivery of functioning software that can be tested with users. Cultivate a positive, trusting, and cooperative working relationship with the Government and other vendors that support USPTO Required Qualifications CSM or equivalent certification Bachelor's degree in computer science, mathematics or related field preferred US Citizen or Green Card holder able to pass a Government Background Investigation Experience with Agile methodologies, values, and procedures Experience with facilitation techniques, servant leadership, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency Experience with Agile PLM tools like JIRA, Rally, VersionOne, etc. Experience with backlog tracking, Scrum and Kanban based metrics, task definition, and story splitting Experience in sprint & release planning, running demos and retrospectives Experience managing across scrum teams and coordinating cross-functional delivery Experience being on multiple Scrum teams in a variety of different contexts (diverse team sizes, organizations, cultures, co-located vs. distributed, etc) is a plus Experience with widely successful Agile techniques: ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, Agile Games is a plus Strong communications skills (both verbal & written) Candidates that do not meet the required qualifications will not be considered.
