Job Description Cognosante is seeking an experienced Sr. Program Manager with a strong track record of delivering high caliber results with high client satisfaction. The successful candidate must be energetic, communicative, intelligent, passionate, and motivated. This role will be responsible for overseeing a large Veteran’s Administration development effort, coordinating with strategic customers and partners, developing a program delivery vision, and enacting that vision. The position is fast paced on a complex, high priority project requiring both hard and soft skills and focused dedication. The Sr. Program Manager will have authority over a highly visible, full lifecycle, Agile and integration effort. He/she must have demonstrated experience successfully managing large, complex IT solution development projects. The candidate must be well‐versed in a range of technical concepts including solution development life cycle, strategic information planning, Agile/scrum methodology, and business process engineering. The ideal candidate will have the ability to influence and build strong relationships across multiple teams and with VA. Candidates must be comfortable monitoring and directing junior to senior team members and working with multiple levels of managers and executives within Cognosante, VA, and our partners. The candidate must be an effective communicator and collaborator, and a mature and empathetic leader. This role requires a passion and commitment to supporting VA in meeting the needs of our Veterans and their families. ***Add important details*** Key Responsibilities Provide day-to-day leadership and guidance on a large-scale, enterprise wide, VA program Provide management oversight for employees, contractors, and sub-contractors Develop a keen understanding of program goals and requirements and develop a vision to both meet the customer’s current needs, and for evolution of the program to meet changing client needs Collaborate with project leadership and client stake holders to deliver the project on time, with high quality, and in alignment with the customer’s expectations Ensure targets for contractual performance metrics/SLAs are met or exceeded, and provide analysis and communication to ensure appropriate focus on critical attention areas Utilize performance metrics to track, manage, and analyze service delivery performance; communicate findings and proposed actions internally and to VA, as appropriate Oversee and drive the execution of system implementation, integration, and maintenance activities across local and/or remote teams in an agile environment Anticipate project challenges and technical risk scenarios and prepare, lead, and execute proactive mitigation strategies to ensure optimal results Identify and execute on opportunities for process improvements Escalate key issues and recommend solutions to project and client leadership Serve as a subject matter expert to ensure successful implementation of all the project’s solutions Identify opportunities for technical process improvements Act as an escalation point for issues, including occasional off-hours support Act as a lead point of contact for software-related questions Oversee subcontractor(s) to ensure they are adhering to contractual requirements and providing management reviews to ensure their high-quality performance Ensure that subcontractor staff are well integrated into the project team Hire, retain, and grow capable and effective project team members Determine appropriate workload for employees, and develop their skills in alignment with their career goals and Cognosante’s future needs Closely monitor and manage team members across the program to align with staffing plans, schedule, cost constraints and goals Work closely with the Technical Director/Lead to manage and deliver a technical solution per the approved project schedule Understand and comply with Cognosante’s COMPASS and SDLC methodologies and with the Agile methodology used for the project Ensure compliance with client-driven management and development methodologies/standards including VA DevSecOps (DSO) processes Plan, monitor, and control the development tasks outlined in the contract and statement of work Devise and deploy scope management strategies to avoid scope creep while managing client expectations in accordance with established change control procedures Support the execution of interface development, testing, and defect management efforts as requested Develop and deliver internal and client-facing program reviews, status reports, performance reports and other communications Work with VA and Cognosante security leaders to ensure security compliance of the product and project, including supporting evidence, controls, and auditing Develop and maintain a comprehensive project management plan, Integrated Master Schedule, and resource allocations, and ensure program-level deadlines are met Interact effectively and professionally with clients, stakeholders, partners, sub-contractors, and vendors recognizing you will be the face of Cognosante in many conversations Be an advocate for our VA customer stakeholders and the ultimate beneficiaries of our solution - our Nation’s Veterans Other duties as assigned by the Program Director Required Qualifications 7 years of relevant experience Bachelor's Degree Experience planning, initiating, and managing information technology (IT) projects Experience leading and guiding the work of technical staff Experience serving as liaison between business and technical aspects of projects Experience planning project stages and assessing business implications for each stage Experience monitoring progress to assure deadlines, standards, and cost targets are met Candidates that do not meet the required qualifications will not be considered.
