The Santa Clarita Community College District/College of the Canyons is seeking a full-time Director, Institutional Effectiveness Partnership Initiative (IEPI) in the Institutional Development Office.
SALARY PLACEMENT:This twelve (12) month per year position will be on an individual contract. This classified administrator position will be placed on Range 17 of the Administrator Salary Schedule. Step placement is based on experience. Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($12,211.00 / $12,394.00 / $12,579.00 per month) of this 20-step salary range.
All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

Overview of the Institutional Effectiveness Partnership Initiative (IEPI) Grant:
The Institutional Effectiveness and Partnership Initiative (IEPI) was launched in 2014 to help California’s community colleges and college districts improve their operational effectiveness. IEPI is uniquely positioned to help boost student success across the system by providing colleges and college districts the high-quality technical assistance, professional development and resource tools needed to enhance effectiveness and achieve the goals and commitments contained in the California Community Colleges’ Vision for Success. A key feature of IEPI is that it draws on the expertise and innovation from within the community college system to advance effective practices and avoid potential pitfalls.
Through a competitive grant process College of the Canyons was selected by the California Community College Chancellor's Office (CCCCO) to lead and oversee the Technical Assistance portion of the IEPI grant. We provide technical assistance through Partnership Resource Teams (PRTs). This colleagues-helping-colleagues model is available to colleges, districts, and centers interested in getting support on issues that matter most to them. In addition, we support Communities of Practice in partnership with the CCCCO on subjects related to the CCCCO Vision for Success and California Community Colleges Roadmap for the Future.
"BIG PICTURE" RESPONSIBILITY:This position reports to the Deputy Chancellor and Chief Diversity, Equity and Inclusion Officer and works closely with members of the CCCCO Institutional Effectiveness Partnership Initiative (IEPI):
- Serves as the grant project manager for the IEPI Technical Assistance grant and ensures all grant objectives are met and deliverables are accomplished in a timely manner.
- Serves as the liaison with the CCCCO, the grantee College of the Canyons, client institutions, partnership resource members, the program evaluator, professional associations, and grant partners, including the Statewide Academic Senate and Association of California Community College Administrators (ACCCA).
- Oversees program and budget planning, and provides presentations at conferences regarding grant services and opportunities.
- Performs complex organizational tasks in the areas of data analysis, marketing, and program planning and reporting in an effort to support systemwide effectiveness in addition to the state Chancellor’s Office goals and priorities. Shares promising practices and outcomes of participating client institutions that can be available statewide through the Vision Resource Center (VRC).
(May include, but are not limited to, the following):
- Provide overall coordination of the Technical Assistance component of the Institutional Effectiveness Partnership Initiative (“IEPI”).
- Solicit Letters of Interest (LOIs) from CEOs of prospective client institutions; analyze every LOI upon receipt, identify Areas of Focus, and code areas of PRT expertise needed to help address those Areas.
- Recruit, survey, assemble, and maintain a comprehensive pool of Partnership Resource Team (“PRT”) Leads and members.
- Work with the Statewide Academic Senate, CCCCEO and other applicable statewide groups to coordinate recruiting PRT members.
- Recruit, match, organize, coordinate, and train members and Leads of all assigned PRTs to support colleges, districts, centers, and the state Chancellor’s Office.
- Design, schedule, and facilitate webinars, workshops, and other training for PRT and Mini-PRT members, including Appreciative Inquiry and Change Management as topics.
- Work with client institution CEOs on reviewing letters of interest, identifying where clarification is needed, and assessing the need for a PRT.
- Work with PRT Leads and client institution CEOs, Substantive Point Persons, and Logistical Point Persons in scheduling, preparing for, executing, and following up on PRT processes.
- Provide detailed feedback on the PRTs’ Summaries of Initial Visit, Menus of Options (“MOOs”), and PRT Process Summaries, and client institutions’ Innovation and Effectiveness Plans (“I&EPs”), consistent with sound planning practices.
- Organize, coordinate, and facilitate as needed Partnership Resource Communities of Practice (“PRCOPs”).
- Coordinate with the external evaluator on both short-term and long-term evaluations of IEPI technical assistance. As part of evaluation activities, debrief with every PRT Lead after every visit.
- Implement improvements in PRT systems and processes based on evaluation findings.
- Maintain a strong and positive working relationship with SCCCD's Deputy Chancellor and Project Specialist to address matters from policy to everyday logistics.
- Review and provide input and feedback on IEPI quarterly reports, work plans, and budgets.
- Create and maintain databases of client institutions, accreditation status, PRT pool volunteers, PRT members, and documentation from MOOs, I&EPs, client institution status reports, and PRT Process Summaries; create queries and reports as needed, including exception and action reports.
- Work closely with IEPI's project monitor and dean; and attend bi-monthly meetings with IEPI team members, Vision Resource team, and other CCCCO staff to prioritize and align with systemwide goals.
- Disseminate information about IEPI technical assistance through presentations and documentation, working with the IEPI coordinating group, Chancellor’s Office staff, the Statewide Academic Senate, ACCCA, California Community College Classified Senate (CCCCS), and other partners as appropriate.
- Coordinate an annual PRT Conference in conjunction with the CCLC Annual Conference.
- Recruit facilitators and participants in presentations, panels, and workshops.
- Coordinate technical assistance with other components of IEPI as needed.
- Support the Chancellor’s Office and Board of Governors on IEPI-related policies, procedures and oversight.
- Provide input and feedback on Vision Resource Center content and tools.
- Performs other related duties as assigned.
Experience:
Five (5) years of full-time equivalent experience in California Community College administration. A work history that indicates success in leading, collaborating, innovating, initiating, and improved outcomes.
Education:
Master’s degree from an accredited college or university in education, social sciences, or related field.
DESIRABLE QUALIFICATIONS:- A doctoral degree.
- Evidence of effective leadership at the community college and/or four-year college/university level.
- Knowledge of community college structures, processes, and operations.
- Experience in innovative planning and effective delivery of project objectives.
- Previous experience coordinating grants, budgets, and grant deliverables.

- Knowledge of California Community Colleges history and understands local, state and federal laws applicable to California Community Colleges.
