Senior Environmental Planner

Overview

Bergmann, an affiliate of Colliers Engineering & Design, is seeking a Senior Environmental Planner to join our Water Resources team! Our environmental planners are responsible for preparation of National Environmental Quality Act (NEPA) and State Environmental Quality Review Act (SEQRA) documents that support Federal and State projects in New York State. The Senior Environmental Planner leads the preparation of NEPA/SEQR documents on infrastructure projects, including EIS’s and EA’s as well as permit applications for the USACE, NYSDEC, NYSOGS, NYSDOS, and others. Infrastructure project types include highway, bridge, railroad, dams, locks and hydropower. 

Responsibilities

• Lead the preparation of NEPA/SEQR documents including EIS’s and EA’s and associated studies. This may include personal preparation of specific sections, oversight of internal staff contributions and management of subconsultants providing contributions, or a combination thereof. • Lead the preparation of USACE/NYSDEC environmental permit applications and associated studies/assessments and respond to regulatory agencies regarding questions or comments on applications • Coordinate with clients, regulatory agencies, and local governments• Review wetland delineation reports, threatened/endangered species survey reports, stormwater inspection reports and other environmental reports documenting field findings.• Coordinate with regulatory agencies for wetland and stream mitigation planning when required• Assist in the preparation of proposals by preparing screenings, providing content regarding potential environmental challenges, and suggesting strategies/solutions to proactively address those challenges.• Responsible for staying up to date on federal and state regulations pertaining to protected natural resources.• Assist in the education, development, and mentoring of staff and act as a resource for NEPA/SEQR and permitting questions• Perform QA/QC on work products from supporting staff and subconsultants• May serve as a direct contact for clients, other design professionals, and regulatory agencies

Qualifications

• Bachelor’s Degree in Planning or in an Environmental field• 10 years overall experience, at least 5 of which preparing NEPA/SEQR documents and permit applications and supporting information• Strong understanding of the NEPA/SEQR processes• Strong understanding of USACE/NYSDEC permit processes on infrastructure projects • Ability to communicate effectively orally and in writing to communicate complex, technical information to technical and general audiences.• Willing to work independently and with others as a team member• Interested in developing, coaching, and mentoring others as a technical leader• Experience with the design of new or restoration of wetlands and/or streams is a plus
