The Colorado Coalition for the Homeless seeks a Technical Assistance Coordinator. This position has two major components:  to provide technical assistance to the Balance of State (BoS) Continuum of Care (CoC); and to assist in the implementation of the CoC and Emergency Solutions Grant (ESG) housing programs.  The Technical Assistance Coordinator provides technical assistance to rural homeless service providers and other rural stakeholders, primarily with regard to the Balance of State Continuum of Care process, program and/or program rules, regulations, standards and ongoing notices.  The Technical Assistance Coordinator also assists with the day-to-day operation of the Rural CoC and ESG programs, such as grant writing, grants management, collective problem solving, and ensuring completion and submittal of required reports.  The position described here is part of the Rural Initiatives team. The Rural Initiatives Department assists rural communities in applying for CoC funding from U.S. Department of Housing and Urban Development (HUD). CoC funding serves homeless populations through Permanent Supportive Housing (PSH), Transitional Housing (TH), Rapid Re-Housing (RRH), Supportive Services, HMIS Projects, and is accessed through an annual application process. HUD requires specific governance and standards to access their funds, which are outlined in the Continuum of Care Program Interim Rule. The Technical Assistance Coordinator leads this process for the CoC each year and maintains expertise in the regulatory requirements for these processes. CCH Rural Initiatives Programming also partners with non-metro and rural areas in the CoC to provide funding and technical assistance for transitional housing, permanent supportive housing, rapid rehousing, homeless prevention, and supportive services for homeless families and individuals. This position will have a working knowledge of several databases, to include: HMIS, E-snaps, HDX, and SAGE. The position as described here interacts with other CCH departments, primarily, Education and Advocacy and Accounting. Technical Assistance to Balance of State Continuum of Care:  Provide guidance and technical assistance to the Balance of State Governance Board, other stakeholders, the Manager of Rural Initiatives, and the Rural Initiatives Team on the practical implementation of the HEARTH Act, the Continuum of Care interim rule, Emergence Solution Grant Interim Rule, and all relevant current HUD guidance and materials. This may necessitate the (1) attendance of HUD and other relevant workshops, webinars, meetings, trainings, and conferences and (2) researching, readings, and understanding of HUD rules, regulations, and guidelines.Provide guidance and technical assistance to the Balance of State Governance Board, other stakeholders, the Manager of Rural Initiatives, and the Rural Initiative Team on the annual Continuum of Care grant competition. This will include assisting with the planning and coordinating of and or completing (1) the annual project ranking process (2) CoC Registration (3) Grant Inventory Worksheets (4) System Performance Measures Report (5) Writing and assembling and submitting the consolidated grant application (BoS CoC NOFO) in accordance with HUD guidance (6) Assisting independent applicants to the BoS CoC NOFO as needed.Assist the Rural Initiatives Team and the Balance of State in motivating and organizing each regional BoS Continuum of Care planning group and participates in other BoS CoC Governing board committees as appropriate.Collaborate and provide ongoing and up to date technical assistance to CCH sub-recipients and other homeless service providers via in person meetings (when appropriate), Zoom meetings, e-mail, telephone and US Mail.Assist the BoS CoC Coordinator, BoS Housing Coordinator, BoS Case Manager Coordinator, Manager of the Rural Initiative Team, and the BoS HMIS Team in all areas of the Continuum of Care, Emergency Solutions Grant, and any other programs initiated for the Balance of State via CCH. CoC and ESG Housing Programs: Prepare CCH renewal applications for the annual Balance of State consolidated grant application. Assist Program Manager and Accounting staff in preparing CCH renewal applications for the ESG Program, including subgrantee contracts. Collaborate with HMIS Department in preparing Annual Progress Reports (APRs) for all CCH rural CoC grants and in preparing CAPERs for all CCH rural ESG grants and other grant-tracking items as applicable. Coordinate renewal grant agreements for all CCH rural CoC grants. Assist the Program Manager with the preparation of the Rural Initiatives program annual budget as it pertains to CoC and ESG programs. Assist the Program Manager in all aspects of implementing the CoC and ESG programs, developing screening tools, checklists, and fact sheets as needed. Assist with program implementation problem solving sessions with members of the Rural Initiatives Team and sub grantees. Maintains current and complete COVID‐19 vaccination(s), as defined by the Centers for Disease Control and Prevention and local health authorities. Other duties as assigned. ​ Qualifications Summary   Experience in writing and managing grants, preferably HUD or other federal grant writing experience. Knowledge and experience with HUD eSnaps, HDX, and Sage data bases, preferred. Experience in working with rural communities, preferred.
