The Division of Emergency Management is hiring a DEM Area Manager that plans, organizes, manages, and supervises local Disaster and Emergency Management (DEM) programs in a geographic area of the state. Provides technical assistance to county officials and emergency personnel in the preparation for, response to, and recovery from emergencies.
Job duties include but are not limited to the following:
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Must have two years of experience in disaster operations.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Administrative experience will substitute for the college education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to appointment in this classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Work is performed in a field office setting. Extensive travel is required. Work could be stressful and employee may be subjected to hazardous conditions.

The Division of Emergency Management is hiring a DEM Area Manager that plans, organizes, manages, and supervises local Disaster and Emergency Management (DEM) programs in a geographic area of the state. Provides technical assistance to county officials and emergency personnel in the preparation for, response to, and recovery from emergencies.
Job duties include but are not limited to the following:
- Provides guidance & assistance in the development & improvement of local emergency response capabilities.
- Assists local governments in the development of local emergency plans & operating procedures.
- Works with federal, state, & local personnel in preparation of Emergency Operations Plans.
- Prepares area program objectives & participates in mock disasters.
- Per KRS/division policy/procedures, reponds to/coordinates & manages assets in hazardous materials incidents when necessary or as directed.
- Coordinates state resource needs;maintains situational awareness of the incident & acts as liaison with federal, state, & local partners in the response.
- Works closely with local emergency planning committees to maintain awareness of hazardous materials in counties.
- Responds to & when necessary, coordinate Search & Rescue (SAR) efforts during incidents where life safety issues are present.
- When necessary, coordinate state resources & provides guidance/assistance to local SAR teams/squads.
- Assists with training SAR teams/squads & aids in the preparation of necessary paperwork for the team/squad to maintain levels of effectiveness.
- Analyzes training needs.
- Coordinates & manages response activities at the scene of disasters or emergencies including initiation & coordination of evacuations & sheltering, distribution of food & medical supplies, supervision of Disaster Assistance Centers.
- Assists local officials in Emergency Operations Center (EOC) operations.
- Works closely with federal, state, local, & private sector groups with a special emphasis on assessing the validity & value of incident damages following a disaster.
- Prepares reports per agency policies & procedures.
- Maintains awareness of dangers to counties & communities within a given geographic area during severe weather events such as storms, tornadoes, & floods.
- Gathers & compiles information at the scene of a disaster or emergency & reports same to the Director, Assistant Director, or supervisor.
- Works under hazardous conditions during inclement weather for long hours during emergencies & disaster; reads topographic, aerial, & land maps.
