Put your Human Services skills to work for the Commonwealth of Pennsylvania.  The Office of Mental Health and Substance Abuse Services is seeking a highly motivated individual looking for a career in the Medicaid and Financial Review section for the HealthChoices Behavioral Health Program.  This is a Fiscal/Monitoring position.  

This position is responsible for monitoring the financial management/performance and capitation rate setting of the HealthChoices contractors and Managed Care Organizations (MCO) within a specific geographic area.  

Assists the Actuarial Contractor and upper management in the development of actuarially-sound capitation rates. Performs statistical analysis as needed including calculating weighted averages of contracted rates for the Behavioral Health contractors. Analyzes the financial impact of program and policy changes, as well as various items or issues that must be considered when developing capitation rates.

Reviews and analyzes financial reports submitted by HealthChoices contractors/subcontractors. This includes requesting necessary revisions, clarification, or documentation of information contained within the reports. Correspondence to the contractors is prepared for the Section Head or Division Chief regarding the results of the review and analysis of the financial reports according to established policies and procedures.

Develops and prepares analytical materials for use in meetings with contractors to discuss financial performance. Quarterly financial monitoring and management meetings are held with each HealthChoices contractor. This position assumes a lead role in these meetings in presenting their analysis of financial information submitted by the contractor and MCO and presenting and discussing financial spreadsheets, graphs and charts with the contractor and MCO.
  • Full-time employment - 37.5 hour work week
  • Work hours - 7:00 am – 4:00 pm  Monday - Friday with a one-hour lunch
  • You will have the opportunity to work from home (telework) full-time.  In order to telework, you must have a securely configured high-speed internet connection.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

  • Minimum Experience and Training Requirements - one year as an Accountant 1; OR two years of professional accounting experience, and graduation from a four-year college or university, including or supplemented by fifteen credits in accounting. Four years of bookkeeping experience and fifteen college credits in accounting may be substituted for college graduation. A Master's degree in Accounting or a related field may be substituted for one year of general work experience.
