Job Duties
Virginia Department of Transportation (VDOT) Hampton Roads District has an exciting opportunity for a Roadside Coordinator to provide coordination and technical expertise in managing, planning, organizing and implementing the drainage and storm water, vegetation management programs. Implement policies and procedures consistent with critical VDOT business needs to ensure the success of roadside programs and related infrastructure. Ensure compliance with laws and regulations governing Roadside Asset Management.
Core responsibilities for job & position:
Develop annual operating plan and budget. Work with fiscal and maintenance staff to develop annual administrative and maintenance budget allocation. Ensure expenditures remain within budget allocation as issued. Document and track costs of services and recommend prioritization of resources based on safety of the traveling public and preservation of roadside infrastructure. Understand and use forecasting techniques to monitor budgets and take appropriate corrective action when necessary. Ensure consistency through the validation and coding of all expenditure transactions. Complete budgetary and coding training as required.
Coordinate, plan and implement program activities, policies and procedures to support key business goals and district-wide initiatives. Monitor and document activities to ensure on-time and on-budget delivery. Conduct Storm water Management Program activities in compliance with federal and state laws, regulations and agency guidelines. Prioritize and resolve non-compliance issues. Handle action requests regarding program progress and accomplishments. Partner with district staff to develop and implement district-wide initiatives. Develop district storm water management plans.
Develop and implement district vegetation management plans, activities and procedures to support district's key business goals. Develop and administer contracts for roadside vegetation activities. Provide technical advice and assistance to sections and residencies. Conduct vegetation management program activities in compliance with federal and state laws, regulations and VDOT guidelines. Prioritize and resolve non-compliance issues. Handle requests regarding program progress and accomplishments. Partner with others to develop and implement initiatives. Develop district vegetation management plans and administer contracts; monitor contractors and state forces, for activities such as tree trimming, herbicide and pesticide application, tree cutting, landscape planting, wildflower planting and turf management. Provide support to statewide Outdoor Advertising program relating to vegetation management requirements.

Minimum Qualifications
- Ability to obtain required certifications within 18 months of employment and maintain thereafter.
- Experience applying environmental principles and practices related to the construction and maintenance of highways.
- Valid driver's license.
- Ability to participate in statewide strategic planning and meet goals and objectives.
- Experience applying principles and practices of stormwater management and vegetation management.
- Ability to communicate and work effectively with customers, including members of the general public, internal staff and contractors.
- Ability to read, interpret plans and specifications.
- Ability to interpret laws, regulations, policies, relating to stormwater and vegetation management issues.
- Ability to manage budgets and costs.
- Experience applying contract development and administration policies and procedures.
Additional Considerations
- Hazardous Waste Operator (HAZWOPER) Certificate.
- A combination of training, experience, or education in Environmental Sciences, Natural Sciences, Forestry, Biology, Chemistry, Geology, Hydrology, Social Sciences or related field desired.

- DEQ Erosion and Sediment Control Inspector and/or Stormwater Certifications.

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.
