Position Summary:
Center Director position must meet three of the following requirements: 1) service area capacity must equal 50 children, 2) service area must be a combination of age groups, 3) responsible for center staff hiring, 4) responsible for overseeing multiple programs. Supports CAPSLO’s mission by ensuring the region this position supervises is run effectively in order to positively impact as many children and families as possible within the community it operates.

(1) Units in ECE/CD include course work in early childhood education/child development and at least one course in each of the following core areas 1) child/human growth and development 2) child, family and community, or child and family relations; 3) programs/curriculum. Must have received passing grade of “C” or better or credit. (2) General Education Units include sixteen diversified semester units in general education (i.e., at least one course in each of the following areas: Humanities and/or Fine Arts, Social Sciences, Math and/or Science and English/Language Arts. (3) Experience must be in a licensed day care center, comparable home day care or group child care program for children ages 0 - 5 under the supervision of a person who would qualify as a Center Supervisor. College internships and labs served in a licensed day care center will count as experience. (4) For infant/toddler center(s), 3 semester units in infant/toddler development and/or programs must be included as part of the course work requirement for all of the above. (5) Must hold or qualify for a Regular Children’s Center Permit, Child Development Site Supervisor Permit, or higher; at the time of hire. Must apply for one of the above permits within 60 days of hire.

License & Certifications:
  • Must provide certificates of completion of approved pediatric first aid and pediatric CPR training within 30 days of hire. Employee is responsible for renewing and maintaining a valid CPR/first aid certification at all times.
  • Must have dependable, insured transportation and a valid California Driver’s License
Essential Functions:
  • Works closely with Program Directors, Program Coordinator, Area Manager, Program Specialists on a consulting basis to ensure that the State Funding/MSHS Terms & Conditions are in full compliance.
  • Works closely with Program Directors, Program Specialists, Area Manager, and Consultants, on an “as needed” basis in designing training for center staff.
  • Supervises and monitors performance of program staff and periodically conducts formal evaluations; advises and assists program staff in the resolution of work-related problems and conducts center staff meetings.
  • Monitors and maintains facility standards as well as conducting regular inspections of the center.
  • Completes recruitment/enrollment activities in the State Child Development/MSHS Programs.
  • Provides orientation to newly hired staff and substitutes on their responsibilities and program philosophy, policies and procedures.
  • Monitors program activities to ensure that mandated standards and objectives are reached such as reviewing lesson plans, ongoing assessment of children’s’ development, participating in case conferences, parent committee meetings and on-site reviews.
  • Monitors mealtimes for Child and Adult Care Food Program at least once per year.
  • Conducts annual monitoring evaluation of the State DRDP & CMR.
  • Provides direction to ensure an educational program, which is individualized to meet the needs of each child to include age-appropriate materials and procedures for ongoing observation, recording, and evaluation of each child’s growth and development.
  • Consults with all service area specialists to ensure a comprehensive child development program for all low income children.
  • Collects all necessary personnel paperwork, center personnel files, and notifies CAPSLO Headquarters of staff changes.
  • Ensures that all necessary permits, fingerprints and licenses are secured and remain in force for compliance.
Additional Responsibilities and Duties:
  • Participates in the State Parent Advisory Committee (PAC) or other local agency committees as needed.
  • Attends out of county and out of state cluster meetings and trainings provided by the State Child Development/MSHS Programs.
  • Assists in the planning and implementing of an effective training program for staff and parents to increase their knowledge, skills and experience in child growth and development.
  • Assists in the development of a comprehensive, individual, professional growth plan for center staff.
  • Acts as a resource person in describing and providing instructional materials to fulfill objectives and meet program needs.
  • Develops and maintains a cooperative/liaison relationship with community agencies, organizations and learning institutions to ensure coordination of services and training opportunities.
  • Assists in interviewing and recommends hiring of teaching staff in accordance with CAPSLO’s policies, procedures and PC/ PAC guidelines.
  • Attends all meetings, trainings and workshops designated by the Child, Youth and Family Services Directors.
  • Maintains confidentiality at all times.
  • Must be dedicated to the goals and philosophy of CAPSLO, and the Child, Youth, and Family Services Programs.
  • Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.

  • Must demonstrate sound judgment, supervisory and administrative skills and provide professional leadership.
Abilities:
  • Must demonstrate ability to provide training and support for staff and parents in early childhood education including child growth and development, guidance techniques, child observation and assessment, multicultural, individualized programming, and curriculum development.
  • Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.
  • As a supervisor, must assure all direct reports understand their role in accomplishing the above.
Supervisory Responsibility:
  • Supervises and monitors performance of program staff.
Work Environment:
  • Requires working indoors in temperature controlled environment with some exposure to copier and printer chemicals/fumes. Must be able to withstand exposure to noise in a day care environment.
Physical Demands:
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Physical:
  • Position requires intermittent sitting, standing, walking, twisting, and bending.
  • Must be able to lift up to 40 pounds.
  • Simple grasping and hand manipulation required as well as reaching above and below shoulder level.
Travel:
  • Must be able to travel out of county and out of state as needed for meetings and trainings.
Additional Eligibility Qualifications:
  • Must be at least 18 years of age by date of hire.
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.
  • Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
  • Must meet the Head Start Performance Standards and State requirements.
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
