We are looking for a Procurement and Program Manager for the Local Food Purchase Assistance Cooperative Agreement Program (LFPA) to strategically manage, coordinate and execute all food acquisition, vendor relationships and payments, tracking and product code maintenance. This person will develop a purchasing strategy in accordance with the directives set forth in the LFPA agreement with the New Jersey Department of Agriculture (NJDA). This includes managing a purchasing budget of more than $3M annually. The successful candidate will be responsible for being the liaison with New Jersey food banks on collaborative commodity purchases.
Responsibilities include, but are not limited to:
- Overseeing all inbound food acquisition associated and associated distribution responsibilities of procured food
- Managing all relationships and vendors surrounding procurement activities through the state of New Jersey, soliciting product forecasts
- Reporting regularly on any LFPA grant related issues to anticipate difficulties and communicating internally solution-based plans surrounding any issues
- Initiating food purchases and executing them to fruition either directly from vendor to foodbank or vendor to agency/partner including grant purchasing
- Obtaining quotes from vendors, manufacturers, and suppliers
- Processing Pos
- Overseeing the invoicing process and liaise with vendor accounts for required documents
- Monitoring ETAs and communicating daily with the vendors for updates
- Maintaining database of food deliveries and providing scheduling updates
- Developing and managing the execution for purchasing commodities and program-specific items
- Ensuring item mix is broad and aligned across all programs when possible
- Coordinating with internal departments to align inventory, obtain the necessary quality standards and nutritional needs for each product and troubleshooting delivery/receiving issues
- Collecting, maintaining, and analyzing relevant data
- Overseeing collaborative LFPA program inclusive of 5 state food banks by leveraging best practice to ensure competitive pricing, quality of items, and product assortment
Essential skills and experience:
- Minimum of 5 years of Food Category Management experience
- Minimum of 5 years procurement experience in both perishable and non-perishable foods
- Strong demonstrated oral and written communication skills; ability to present information
- Nutrition and food safety knowledge desirable
- Proven record of accomplishment of successfully working in highly collaborative and matrixed organizational environments
- ServSafe® training or the willingness to obtain certification; HACCP and AIB experience a plus
- Must have reliable transportation and valid driver’s license as some local travel is required
- Demonstrated knowledge of trends and best practices in the food procurement function
- Strong negotiation skills
- Experience in establishing and executing sound business practices including planning and analysis
- Bachelor’s Degree required, MBA desirable.
