Summary:
The HIIM Regulatory Manager is responsible for the oversight of the HIIM Regulatory processes in the CHSPSC hospitals and affiliated Physician Practices. The HIIM Regulatory Manager will audit Release of Information (ROI) processes, coordinate and provide ROI education and training, interact with facility HIM Management, Physician Practice Management, ROI staff and ROI vendors; and respond to ROI questions from the facilities, physician practices and vendors as well as corporate business partners. The HIIM Manager will ensure record completion processes are followed in the affiliated Physician Practices. The HIM Regulatory Manager will ensure that HIM Regulatory processes comply with appropriate policies and procedures, as well as state and federal regulations.
Essential Duties and Responsibilities:
- Performs regular audits of ROI operations, Record Storage/Destruction and Incomplete/Delinquent Medical Records (Physician Practices) in CHSPSC entities; reporting significant or non-standard findings to the HIIM Regulatory Director (Acute Care and Physician Practice). Audit reports will be generated and shared with the appropriate facility HIM Director or Physician Practice Manager, and/or ROI vendor. Appropriate re-education will be conducted when necessary. Reviews subpoenas and legal requests for completeness and compliance with requirements; provides feedback to hospital and physician practice staff regarding the processing of the subpoena. Assist with reviews/recommendations of National and State Regulatory updates.
- Release of Information Vendor Management/Relationship:
- Reviews monthly ROI reports from ROI vendors and addresses issues/concerns with HIIM Regulatory Director (Acute Care and Physician Practice) and with ROI vendors.
- Acts as the liaison for the CHSPSC ROI vendors, conducting regularly scheduled meetings to review audit findings, turnaround time issues, and to address facility concerns. Facilitates electronic health record (EHR) system access for ROI vendor staff.
- Performs AoD/ROI log audits for facilities and affiliated Physician Practices that do not utilize a 3rd party ROI vendor.
- Record Storage Management: Monitors and provides direction of storage/retention/destruction of Medical Records stored by Acute Care Hospitals and affiliated Physician Practices
- Reviews monthly incomplete/delinquent records for affiliated physician practices and provides direction to Physician Practice
- Processes and/or facilitates ROI requests and inquiries for patient health information for CHPSPC, LLC closed facilities/practices. Requests can be received via email, fax or phone.
- Communicates updates and new information to facility HIM Directors and Physician Practice Managers.
- Provides ongoing education regarding state and federal regulations related to ROI and HIPAA. Assist with the creation of policies and procedures related to ROI and HIPAA. Coordinates/monitors/track completion of the annual ROI assessment (includes evaluating results and ensuring re-assessments are completed for those that did not pass initial assessment).
Qualifications:
Required Education: Associate degree
Preferred Education: Bachelor degree
Required Experience:
- Minimum of 3 years ROI experience in a hospital or physician practice setting
- Ability to self manage, assess workload and prioritize work required based on interaction with and/or direction from supervisor
- Knowledge of federal and state ROI requirements, HIPAA
regulations and medical record completion requirements
- Must present in a professional manner
- Experience with small to large hospitals or large Physician
Practice
- Experience in project management
- Must possess critical thinking skills
- Must demonstrate the ability to effectively communicate to all levels of CHS corporate and the facility including staff, physicians, and the C level administration. Requires effective written and verbal communication skills
Preferred Experience: Minimum of 5 years ROI experience in a hospital and physician practice setting
Required License/Registration/Certification: RHIT
Preferred License/Registration/Certification: RHIA
Computer Skills Required: To perform this job successfully, an individual should have knowledge of Word Processing software, Spreadsheet software and Database software.
- Must be knowledgeable of information systems and healthcare applications in addition to database applications and report writing software.
- Preferred experience with electronic record systems- McKesson Horizon products, Medhost, Meditech, Cerner, Medicity, AllScripts, Athena or experience with health information exchanges and/or physician portals.
