JOB OVERVIEW/PURPOSE
The Payroll and Benefits Administrator is responsible for the accurate administration and processing of the payroll and HR information system functions, streamlining processes for efficiencies by implementing automation and reducing use of paper. This includes administering the semi-monthly payroll in an accurate and timely manner, and following established policies and procedures, best practices, and regulatory requirements in compliance with State and Federal wage and hour laws. This position will maintain responsibility for the administration of the integrated Payroll, HRIS and Time and Labor System, as well as the Benefits Management system. This position performs all essential duties in compliance with regulatory requirements as well as Bank policies and procedures.
- Responsible for accurately processing semi-monthly payroll including new hires, terms, LOA's, bonus, rate changes, retroactive payments, garnishments, and other adjustments as necessary in the payroll process.
- Creates, performs preliminary reviews, and reconciles payroll reports, quarterly tax filings and totals for accuracy prior to finalizing.
- Oversees the Time and Labor system and administrative function - provide subject matter expertise and training as required. Administer electronic timesheet approval process.
- Maintains human resource information system records and compiles reports from database. Set-up, maintain, and audit employee files ensuring all file information is in compliance with labor law requirements. Maintain employee files for benefit information and payroll records and medical information separate form personnel files, protecting confidentiality of information.
- Ensures compliance with all applicable government and regulatory laws, including CA Wage & Hours laws and maintains internal controls with HR & payroll.
- Accurately responds to employment verification requests and unemployment claims.
- Tracks workers compensation and other types of leaves, including Covid-19 leave, in HRIS database.
- Interfaces with Finance department regarding general ledger interface to Fiserv and Paylocity.
- Creates, prepares and provides reports utilizing HRIS for budget purposes and other compensation or HR related reports as needed or required by management.
- Annual preparation of AAP, EEO-1, Vets-4212, OSHA-300 reporting as required to be submitted prior to deadline of filing.
- Preparation of HR reports including but not limited to payroll and benefit information as requested by internal and/or external auditors as requested by Risk Management or Accounting.
- Assists in managing HR portal by submitting changes to IT regarding grades/salary structure, titles, supervisors, department changes, and HR documents.
- Knowledgeable of Employee Handbook policies and employment procedures to be able to respond to routine HR related inquiries in a timely manner.
- Acts as liaison with payroll and benefits vendors to assure positive vendor relationships.
- Administers Notary Administration and NMLS administration systems, updating information as needed for renewals, additions and deletions of staff.
- Assists with New Hire Orientation process as needed.
- Participates in staff meetings and attends other meetings and seminars. Keeps current on trends and legal changes in the field of payroll and benefits administration.
- Assists in the evaluation of reports, decisions, and results of department in relation to established efficiency of the department and services performed.
- Meets response and resolution times as defined in service level agreements and/or service requests and follows established processes to meet service level commitments.
- Maintains an understanding of the SOX control environment, risk assessment and control activities for the assigned area(s). As a control operation, maintains the knowledge and skill to perform the control and remains independent from related procedures performed in the process.
- Adheres to Sox-compliant procedures and consistently performs control activities accurately and completely with requisite source documentation
- Cross trains in additional functions of the department
- Develop and implement effective processes to identify, escalate, report, track and remediate risk related issues.
- Completes all required regulatory training as assigned within deadlines established including BSA, Bank Security and any other training as assigned, within required timeframes and on an annual basis.

Experience and Skills:
- Bachelor's degree, or an equivalent combination of education, training and experience
- Minimum 5 years of Payroll and Benefits experience
- Minimum 2-3 years of Human Resources experience preferrable.
- Awareness of operational responsibility for Regulatory and Audit issues:
- Office of Foreign Assets Control (OFAC), Bank Secrecy Act (BSA), CRA, Affirmative Action, Americans with Disabilities Act (Title I), GLB Privacy Act, CCPA, Bank Bribery Laws, Civil Rights Act (Title VII), Family & Medical Leave Act, Wage and Hour Regulations, and applicable California Civil Code

Compensation: Salary ranges from 57,000 to 78,000 per year. The salary range is determined by the role, job duties, and position level and reflect the minimum and maximum target for new hire salaries. Within the range, individual pay is determined by job – related skills, experience, and relevant education or training.
