Salary Ranges:
Systems Analyst I - $3,600-$3,900
Systems Analyst II - $3,900-$4,200



General description
Performs entry-level to moderately complex (journey-level) computer systems analysis work for the Statewide Procurement Division. Prepares catalogs. Performs data validation and data cleanup for Texas SmartBuy contracts. Work involves analyzing user requirements, procedures, and problems. Provides testing and technical assistance for Texas SmartBuy and other statewide procurement systems. Participates in continual process improvements and analyzing procedures for system efficiencies. Works under close to general supervision, with minimal to limited latitude for the use of initiative and independent judgment.



This position may be eligible for a flexible/hybrid work schedule if certain conditions are met. Working arrangements may change at any time as business necessitates.


Qualifications


Minimum Qualifications

  • Sixty semester hours or graduation from an accredited college or University with an Associate’s degree in Accounting, Business, Computer Science, Information Systems, Management Information Systems, Supply Chain or a related field.
  • One year of work experience and/or internship working with spreadsheets and business systems.

Preferred Qualifications

  • Intermediate Excel experience which should include navigating among sheets in a workbook, importing data from another database to a worksheet, creating a pivot table, analyzing datasets using formulae and calculations, along with troubleshooting errors.
  • Experience with statistical analysis tools, for example R Studio.
  • One year of experience with development or maintenance of vendor catalogs for public or private sector e-commerce websites.
  • One year of experience working with complex software systems, including but not limited to, NetSuite, Access or other database systems, PeopleSoft, HTML (and other web technologies), and SQL

Substitutions

  • A Bachelor’s degree in Accounting, Business, Computer Science, Information Systems, Management Information Systems, Supply Chain or a related field may substitute for up to six months of the work experience/internship requirement.

In this role you will:

  • Performs day-to-day maintenance and development of term and TXMAS catalogs for Texas SmartBuy in coordination with SPD Contract Development and Contract Management staff. Assists with catalog compliance issues. Provides support for new Texas SmartBuy contract catalogs and contractor records. Assists with contractor catalog revisions. Communicates with vendors to help them create clean and usable catalog content. Performs catalog uploads and assists with contractor setup functions, maintaining system data integrity, and reporting data to inform business decisions.
  • Maintains data integrity across various SPD systems. Participates in testing for ongoing functionality of SPD systems, working with other SPD Systems Analysts and CPA IT staff as necessary. Provides technical assistance to program staff, contractors, state agencies and other internal and external customers regarding various SPD systems. Serves as subject matter expert on SPD systems, including NetSuite databases and Excel spreadsheets.
  • Periodically provides assistance and works with SPD staff to compile, cleanse, and finalize data for reports, projects and solicitations.
  • Performs special projects and other duties as assigned.
