ESSENTIAL DUTIES AND RESPONSIBILITIES

Designs, evaluates, and modifies benefits policies to ensure that programs are current, competitive, and in compliance with legal requirements. Advises Senior Leadership decision making by analyzing benefit options and predicting future costs.

Manage employee benefits programs including; 401K, medical, disability, term life, and accidental death policies, FMLA, worker’s compensation, COBRA, and voluntary benefit programs. Maintains all benefit records, enrollment applications, and other similar confidential documents. Manage and monitor file feeds, generate, and submit weekly, bi-weekly and monthly invoices for payment.

Ensure administrative compliance with numerous federal and regulatory requirements relative to employee benefit plans, including reporting and disclosures (SPDs); responsible for annual plan audits and testing, ACA reporting, 1099, 1095C and 5500 submissions.

Adheres to all requirements of collective bargaining agreements (where applicable) related to health and welfare plans. Ensures compliance with all governmental rules and regulations.

Evaluates and compares existing benefits, benchmarking them against other employers plans and published trends. Participates in area and industry surveys. Develops specifications for new plans or modifies existing plans to maintain company competitive position in labor market. Establishes uniform benefits package for all company locations (where possible). Develops census data and solicits insurance companies for quotes.

Manages open enrollment process (annually).

- Installs approved new plans and changes by developing announcement material, booklets, and other medial for communicating new plans to employees.
- Conducts employee meetings and arranges for enrollment of employees in optional plans.

Review benefit plan rules, premium updates, plan changes, work processes, calculation changes, and other actions for all employee groups.
- Leverage HRIS reporting to audit enrollments, elections, and accuracy of plan set up and Complies and maintains all records for benefit plan annual audits and ensures all benefit invoices are process and paid promptly and accurately.
- Lead company wellness initiative including program design and communications and create quarterly/annual calendar of events.

Manages and maintains relationships with vendors, brokers and carriers, including monitoring cost, service levels, processes and accuracy of data, primary point of contact for escalated benefits issue, responds to benefit inquiries from employees ensuring prompt, equitable, and courteous resolution.

Develops and disseminates benefit communications to employees including but not limited to changes to plan coverage and rates.

Manages and monitors the worker’s compensations claims and makes recommendations for improvement. Maintain communication with Worker’s Compensation carrier regarding claims, reporting, safety audits and education programs. Generate annual OSHA logs for compliance.

Performs other duties as assigned.
OTHER RESPONSIBILITIES

Generates management reports OSHA 300, ACA, and all other compliance reports.

Fulfils all reporting requirements of all relevant government rules and regulations.

Oversee Health and Wellness Education Committee

Participate in Benefits and Investment Committee and serve as committee Secretary.

Serve as backup for HR Systems Manager.
QUALIFICATIONS
The qualifications listed below are representatives of those required to successfully perform the essential duties and responsibilities.
Education and Experience
Bachelor’s degree Business Administration, Human Resources or in a related field from an accredited college or university and a minimum of six (6) years of progressively responsible experience in benefits administration and design with at least four years of supervisory or management experience/capacity ; or, an equivalent combination of education, training and experience. CEBS, CBP, PHR, SHRM-CP or similar certification or progress toward certification preferred.

Knowledge of current trends and laws related to benefits to ensure organizational adherence.

Knowledge of business and management principles involved in strategic planning.

Ability to analyze and interpret benefits costs and trends, understanding and applying complex mathematical concepts.

Advanced verbal and written communication skills; ability to effectively communicate with employees, customers, vendors and/or others as required.

Practices active listening; listening to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.

Proficient in use of Microsoft Suite, UltiPro (HRIS/Payroll software), ability to prepare letters, spreadsheets, presentations, and/or other documents as required.
