Core Responsibilities
- The Project Specialist is responsible to plan, organize and direct all activities for the engineering, design, procurement and construction of capital and O&M projects & programs within Tunnel Maintenance. Prepare White Papers, obtain capital rulings, develop project budgets, and prepare appropriations. Provide technical reviews of specifications, drawings, contracts, addendums, and other construction documents to ensure constructability and compliance with Con Edison standards and specifications. Ensure schedule and financial adherence to projects are being maintained.
- Plan, organize and direct all activities for the engineering, design, procurement and construction of capital and O&M projects & programs within Tunnel Maintenance.
- Prepare White Papers, obtain capital rulings, develop project budgets and prepare appropriations.
- Provide technical review of construction documents (layouts, specifications, drawings, addendums, contracts. etc.) for constructability, design criteria, cost and schedule.
- Ensure schedule and financial adherence to projects are being maintained.
- Coordinate activities of field personnel with contractors and/or other departments.
- Maintain a strong field presence by monitoring construction activities.
- Take preventative and corrective actions to minimize deviations from the project scope.
- Provide scheduled updates on the engineering, construction and budget status of projects.
- Track accounts payable and project expenses using Oracle BI-Business Intelligence Application.
- Forecast monthly capital and O&M project budgets.
- Respond to emergency events as required.
- Motivate others through strong teamwork skills, as well as adapt to and drive change.
- Perform other related tasks and assignments as required.
Required Education/Experience
- Bachelor's Degree Technical or related discipline And 5 years' of related work experience Engineering design or construction management Or
- Associate's Degree And 6 years' of related work experience Or
- High School Diploma/GED And 7 years' of related work experience
Preferred Education/Experience
- Bachelor's Degree Engineering (electrical, mechanical or civil) 5 years related experience
Relevant Work Experience
- Experience in utility operations, engineering, &/or construction. Required
- Knowledge and experience in the areas of engineering and design, construction management, purchasing, scheduling, quality assurance, cost control, and Environmental, Health & Safety requirements. Required
- Detailed knowledge of specifications, drawings, contract documents, prints and diagrams. Required
- Experience in project engineering &/or project management. Required
- Must possess superior oral, written and presentation communication skills and be able to effectively interact with customers, support staff, subordinates and various levels of management. Required
- Experience in the direct supervision of management and Union employees. Preferred
- Primavera scheduling system experience. Preferred
- Oracle BI - Business Intelligence Application experience. Preferred
Skills & Ability
- Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc. And
- Demonstrates excellent judgment and decision making skills And
- Performs work independently with minimal supervision And
- Well organized, detail oriented and flexible to handle multiple assignments And
- Ability to work within tight timeframes and meet strict deadlines And
Licenses & Certifications
- Driver's License Required
- Project Management Professional (PMP) Preferred
Physical Demands
- Must sit or stand to use a keyboard, mouse, and computer for entire shift
- Must be able to read small print and symbols.
Other Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able and willing to travel within Company service territory, as needed.
- Extensive walking and standing during field visits.
- Must wear all required Personal Protective Equipment during field visit (e.g. fall arrest device, respirator, etc.)
- Must be able to work in tight spaces.
- Must be able to climb ladders and landings up to 260 feet.
- Must be able to work at elevations.

Salary : $105,000 - $130,000
