Develop and implement all facets of Process Safety Management (PSM) and Hazard Communications Standard (HCS) program in conjunction with plant and transmission managerial staff and employees. Accountable to assure that all covered chemical processes are maintained and operated in accordance with 29 CFR 1910.119, 29 CFR 1910.1200, and other recognized industry best practices.


Job Description

  • Gather and centrally organize information pertaining to each element of the PSM program in accordance with OSHA 1910.119 and other pertinent Industry Standards. Maintain required databases for safety inspections, self-assessments and incident investigations.
  • Coordinate the Management of Change, Process Hazard Analysis, Mechanical Integrity, and Quality Assurance programs to ensure regulatory compliance and systems sustainability and operability. Assist the Environmental group with maintenance of the Risk Management Plan (RMP).
  • Manage all aspects of the HCS program including maintaining records of the hazardous chemicals present, keep the Hazardous Chemical List, maintain and improve the master MSDS File, distribute MSDS to the appropriate groups, specify the labels required on non-original containers, periodically inspect the workplace, including labeling, training and record keeping, coordinate periodic chemical surveys to ensure that MSDS are on file for all hazardous chemicals, maintain and update the HCS program as necessary, perform duties of the HCS trainer as required. Oversee the chemical procurement process for Hoosier facilities. Communicate and audit chemicals that are brought on Hoosier sites by contractors.
  • Work closely with plant PSM implementation team to develop and update standards and processes and ensure continuous employee involvement. Assist plant personnel in preparing for internal and external audits and develop and coordinate responses to audit findings. Identify and implement incident investigation processes to support root cause identification.
  • Develop and coordinate training programs covering systems maintenance and operations and associated safe work practices. Coordinate contractor audits/reviews and verification of training.
  • Assist the Training and Safety department to ensure customer needs are met. Provide information necessary to assist the Environmental Services department with compliance with EPA’s risk management plan rule.

Knowledge: Bachelor’s degree in engineering, chemical engineering, chemistry, occupational safety or its applicable equivalent. Thorough knowledge of applicable federal and state regulations, EPA, OSHA and IOSHA.


Skills: Must be familiar with plant processes, chemistry, occupational safety and health, and program management. Good communication skills, verbal and written; must be able to access, retrieve and input data in computer; must be able to traverse a power plant environment; must qualify for and maintain the appropriate driver’s license as specified by the company.

Experience

At least 5 years’ experience working in EH&S or in a chemistry or engineering related field of power generation, chemical plant, oil refineries or related industries. Experience with the implementation of PSM systems, leading PHA studies, conducting root cause analysis, auditing PSM systems, loss prevention, and risk assessments desired.
