What You'll Do
Provide functional support and responsibility for multiple projects and provide managerial responsibility for the Department Operations
Coordinating multiple estimates simultaneously as well as review responsibility for multiple estimates or large estimates
Recruitment and development of all estimating personnel
Establishing and coordinating estimating schedule demand
Peer reviewing pricing and scheduling
Establishing and maintaining relationships with owners, consultants, subs and suppliers
Reviewing project cost reports
Developing and maintaining estimating systems and procedures
Establishing files for labor, equipment, and materials escalation
Reviewing final cost report with project team and develop for historical information
Reviewing post-bid reconciliation estimates
Assisting and/or leading in proposal preparation, presentation and securing new work
Assisting and preparing risk and sensitivity analysis
Responsible for the management of all aspects of the estimating department
Independent judgment and discretion involves the comparison and evaluation of possible courses of conduct and having the authority to make an independent choice, free from immediate direction with respect to matters of significance

Minimum Job Requirements
Bachelor's degree in engineering/science/information technology discipline: Minimum 10 years of relevant experience
OR Master's degree in engineering/science/information technology discipline: Minimum 6 years of relevant experience
OR 18 or more years of relevant education, training, and/or progressive relevant experience will be reviewed and considered for equivalency to these requirements
Minimum 5 years of relevant supervisory/ management experience
Preferred Job Requirements
Bachelor's degree Engineering (Electrical preferred) or business related discipline with experience in estimating or related construction experience
Understanding and application of estimating principles, concepts, techniques, and standards of estimating core processes with recent (last two years) estimating application
Knowledge of Success Estimator software preferred, but experience with any other commercial off the shelf estimating package will be considered
Skilled in technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports
Knowledge and experience in quantity takeoffs, statistical analysis, and cost and price analysis, life cycle analysis
Knowledge of risk assessment principle, concepts and techniques. Initiative to meet strict deadlines, apply good judgment, and establish/maintain effective working relationships
Ability to communicate effectively through the oral and written word
The successful candidate will have performed recent (last two years) project estimates related to turnkey, plant modifications, system enhancements, and/or engineering design/construction projects
Experience with reviews by DOE and other oversight agencies preferred

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
