PRIMARY PURPOSE:
Organizes, plans, implements, trains, and evaluates the district’s state assessment programs. Compiles data, provides training, and conducts meetings pertaining to state and federal accountability systems.
QUALIFICATIONS:
Education/Certification:
Master’s degree preferred
Valid Texas mid-management or counseling certificate preferred
Special Knowledge/Skills:
Ability to organize and coordinate district-wide programs
Ability to interpret and analyze data
Strong organizational, communication, and interpersonal skills
Proven experience in the following:
Developing and presenting staff development and training
State assessment organization, training, and implementation
Experience:
Three years experience as a classroom teacher
Three years campus administrative experience or program supervision experience preferred
MAJOR RESPONSIBILITIES AND DUTIES:
Assessment Program Management
Provides leadership in development, implementation, and evaluation of district assessment programs.

Responsible for all required state, federal, and local testing including but not limited to STAAR (State Assessments) and credit by exam.
- Organizes and presents test training. Coordinates all activities and training with district and campus test administrators. Monitors all testing activities and works with State agencies to ensure successful implementation. Investigates and reports on testing irregularities where required.
- Keeps current with development in the field of assessment and accountability.
- Provides leadership for the implementation of district test security.
- Assimilates, analyzes, and provides data charts on all testing.
- Coordinates and administers credits by exam.
- Works with the special education director and principals to ensure that appropriate Special Education State tests are administered according to State law.
- Compiles, disaggregates, maintains, files, and presents reports, records, and other documents related to the assessment program.
- Completes other jobs as they arise and are assigned during the year.
- Develops manuals and materials for department and district.
- Works with district staff to evaluate programs and analyze/assess data.
- Participate in professional development activities to maintain current knowledge of assessment and accountability issues.
- Performs other duties as assigned.
Policy, Reports, and Law
- Updates assessment policies.
- Provides personnel with regular updates on TEA regulations, guidelines, and mandates related to assessment.
- Implements the policies established by federal and state law, State Board of Education rule, and local board policy.
- Writes and produces all reports germane to job responsibilities as required.
Budget
- Compiles budgets and cost estimates based on assessment program needs.
Personnel Management
- Evaluate job performance of employees to ensure effectiveness.

Mental Demands:
Ability to communicate effectively (verbal and written); interpret data; implement policy and procedures; coordinate district support function; and maintain control under stress.
Physical Demands/Environmental Factors:
Frequent district-wide and out-of-district travel; frequent prolonged and irregular hours.
Ability to lift and move boxes, i.e. supplies, testing, etc.
