The qualifications include at least eight (8) years’ investigative experience with at least three (3) years’ experience as a supervisor. Strong leadership and the ability to adapt to a changing environment and handle multiple priorities are necessary. Experience investigating sexual assault allegations and knowledge of PREA requirements are preferred. This position will require a high degree of organizational and writing skills, as well as must be available to respond immediately to incidents and possibly remain in the area as needed.

OSI is seeking qualified candidates to be considered for to serve as the Deputy Chief Investigator (DCI) for OSI’s Sex Crimes Division (SCD). This DCI position is responsible for the daily operations of SCD and management of SCD staff. The DCI position is the fourth-level leadership and supervisory level role (under the Deputy Commissioner/Chief, Assistant Commissioner/Assistant Chief, and Director of Operations). The DCI oversees the Assistant Deputy Chief Investigators (ADCI) in SCD, who in turn supervise senior investigators and investigators handling SCD cases in OSI offices located throughout New York State. The ability to travel statewide is therefore essential. This position may be based in any of OSI’s offices, pursuant to the needs of OSI, but the ability to regularly be in Albany is required.
The DCI, along with the Deputy Commissioner/Chief, Assistant Commissioner/Assistant Chief, and Director of Operations, establishes the vision and goals for SCD. The DCI periodically conducts major case investigations, coordinates inspections, and serves as a liaison with outside law enforcement agencies, prosecutors, and other DOCCS’ offices. The DCI is responsible for addressing the training needs, maintaining and updating policies and procedures, and identifying appropriate staff for SCD. Additionally, the DCI for SCD must also collaborate with the Department’s Sexual Abuse Prevention and Education Office (SAPEO) on training programs, retaliation monitoring, audits of the Department’s compliance with the federal Prison Rape Elimination Act (PREA), and other initiatives related to the prevention of sexual misconduct within DOCCS’ system. It is the responsibility of the DCI to ensure that the investigations conducted by the SCD are compliant with PREA, NYS Executive and Criminal Procedure Laws, and other relevant federal and state statutes.
