Albemarle County is seeking a qualified Accountant to work as full-time A/R Specialist to help support the County’s Finance and Budget Department. Accountant II


Performs technical work involving the preparation and maintenance of fiscal related records for accounts payable, accounts receivable, payroll, and the general ledger. Work is performed with a considerable degree of individual responsibility and independent judgment under general supervision.


ESSENTIAL FUNCTIONS:

  • Assists with year-end closing, reconciliations, and audit preparation.
  • Prepares detailed accounting and fiscal records, reports, and documents for local government, school division, and partner entities.
  • Prepares and processes manual payroll and accounts payable checks, ach/wire payments, state Cardinal payments, and creates corresponding general ledger entries.
  • Verifies and posts all payroll, payables, receivables, and adjusting general ledger entries like journal entries, bank transactions, and bank transfers onto the financial system.
  • Manages vendor data and reconciles related accounts payable accounts.
  • Advises subordinate accountants and customers (internal/external) on difficult or unusual bookkeeping and accounting problems.
  • Researches and provides financial data upon request to support all divisions of Finance and Budget and auditing.
  • Responsible for administrative tasks of the office and frontline customer service to internal/external customers by phone, mail, email, and in-office.
  • Performs related tasks as required.


EDUCATION AND EXPERIENCE:

Bachelor's Degree and a minimum of 2 years of accounting experience involving the maintenance of complex accounting, financial, or statistical records required; Alternate combinations of education and experience may be considered. Local or State government finance experience preferred.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of the principles, practices, and techniques relevant to a complex payroll system: bookkeeping terminology and methods;
  • General knowledge of routine accounting principles and practices;
  • Thorough knowledge of standard office procedures, practices and equipment;
  • Ability to maintain complex financial records and to prepare financial reports accurately;
  • Ability to understand and follow complex oral and written instructions;
  • Ability to deal effectively with co- workers and the general public;
  • Ability to direct the work of subordinate clerical personnel.


PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

Regular contacts made with individuals from: (a) other internal organizations units; or (b) outside organizations; or (c) contact with the general public for purposes of exchanging factual information which may require some judgement or interpretation in order to be responsive to questions or applicable to a specific situation. Communication is usually cooperative in nature, with infrequent conflicts resolved by higher authority. Conducts work in a sitting position; however, job requires frequent standing, walking, bending, stooping and light lifting. Requires frequent operation of a variety of office machines.


THE
SALARY RANGE:

The hiring range for this position is $24.92 - $28.66 per hour, which is approximately $51,847 - $59,624 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
