Geographic Information Systems Manager

Performs complex and critical organization-wide technical, managerial, and administrative work in overseeing the operation and maintenance of the County’s geographic information systems. Work involves providing supervision, leadership and functional expertise to manage the important system-related processes that support the County’s business operations and methods to ensure such processes are adequate, functional, and conform to industry standards, technical requirements, and the County’s needs. Work is performed in collaboration with and under the leadership of the County Executive’s Office, Finance, Information Technology (IT), and other department heads that make up the GIS Steering Committee. The position supports all departments, divisions, units, agencies, and organizations, including ECC, that are served by the County’s GIS systems, data, and 911 addressing information. Supervises GIS Specialists, GIS Technicians, and interns.

The Expectations

Essential functions and responsibilities of Geographic Information Systems Manager include, but are not limited to, the following:

ESSENTIAL FUNCTIONS:

• Manage the development, implementation, and maintenance of the County's geographic information systems (GIS) program. This includes design, implementation, staff training, and day-to-day support for GIS in any department or externally (public);
• Ensure that consistent practices are used throughout County to maintain the integrity of databases and systems; provides cross-functional oversight, development, and maintenance of GIS, including conversions, upgrades, integrations, and enhancements;
• Develop strategies, goals, objectives into long-range plans to facilitate transitions to new technologies and software as needed to support changing organizational needs;
• Establishes management plans, strategic direction, and standards for procedures and policies as they relate to IT systems architecture. Collaborates with Information Technology teams to ensure application requirements are understood and translated to technical solutions;
• Collaborate with IT on geographic information systems architecture to ensure the organization's operational processing, data availability, and reporting requirements are met, and achieved in a manner consistent with IT mandates to employ the latest stable version of software available;
• Assists Information Technology and users by responding to questions and problems on applications, software, and hardware, as required;
• Researches new software packages and makes system upgrade recommendations based on the organization's strategic goals;
• Manage the day-to-day activities of GIS staff in the performance of their duties; assess workload, establish priorities and assign tasks/projects; provide opportunities for staff development, training and advancement of knowledge/skills; oversee adherence to data and technical standards and procedures;
• Performs and supports project management activities including project planning, budgeting, status reporting, resource planning and allocation, managing contract services, and management of customer's expectations. Manage project resources, funds, and schedules to ensure responsiveness to organizational needs;
• Plans future staffing and equipment purchases/replacements and future capital expenditure needs;
• Responds to questions, complaints or suggestions related to GIS products, activities and personnel; provides information as requested; researches problems; initiates problem resolutions;
• Work with County managers and staff to evaluate and incorporate continuous process improvement through utilization of best business and operational practices and available technological resources;
• Lead system troubleshooting efforts on behalf of local government as issues arise, maintaining effective communication with users, vendors, and internal support staff, and working closely with all parties to resolve operational and system issues, and provide solutions;
• Provide training within the user community in an effort to build understanding of system functionality, procedures, operational change options for efficiencies and quality service delivery;
• Manage the update, maintenance, and distribution activities associated with road naming, addressing, and mapping that are necessary to support the Enhanced 911 Program;
• Keep abreast of and evaluate new technologies through training, conferences, and various other resources;
• Performs other duties as assigned.

THE QUALIFICATIONS

Education and Experience

Any combination of education and experience equivalent to a bachelor's degree in Geographic Information Systems, geography, cartography, or related field with a concentration in GIS and 5 or more years of progressively responsible professional experience in applying geographic information systems. This should include at least 3 years of experience with managing a GIS using ArcGIS Desktop, ArcSDE, ArcGIS Server, Python, and SQL Server or equivalent, as well as supervisory and administrative experience. SPECIAL REQUIREMENTS: Possession of a valid, appropriate Virginia driver's license.

Knowledge, Skills and Abilities

Knowledge of the theories, procedures, protocol, policies, software, and hardware necessary for the successful implementation and continuing development of a comprehensive Geographic Information System. Familiarity with the interpretation of geospatial data, such as soils, land use, aerial and satellite, transportation, wetlands, flood plains, zoning, tax, land surveys, plats, and topography; ability to troubleshoot data conversion procedures and field data collection (including use of GPS equipment); ability to develop and maintain scripts and object-oriented programs; knowledge of geographic data structures, including vector and raster data, and related data capture techniques; ability to organize and analyze data and present them in a clearly written or graphic form; ability to devise detailed procedures, methodologies, and management plans; basic knowledge of the principles and practices of urban and rural planning; knowledge of enterprise systems software; knowledge of all phases of systems analysis, applications design and development, relational database and GIS technology design and support; programming, database administration, and data processing skills; knowledge of comparable computer hardware and software; excellent written, verbal, and graphic communication skills; strong interpersonal and leadership skills; demonstrated project management skills; ability to establish and maintain effective working relationships with county and school officials, department heads and other key personnel; ability to determine departmental needs of a business process / information system and formulate an effective program to meet these needs; proven analytical and root-cause analysis abilities; ability to lead staff teams; ability to plan, organize, and direct the work of GIS personnel. Must be capable of working independently with limited oversight. Must have demonstrated leadership skills, as well as significant familiarity with a variety of technology concepts, practices, and procedures.

THE PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS

THE SALARY RANGE
The hiring range for this position is $69,258 - $91,074 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
