Geographic Information Systems Manager
Performs complex and critical organization-wide technical, managerial, and administrative work in overseeing the operation and maintenance of the County’s geographic information systems. Work involves providing supervision, leadership and functional expertise to manage the important system-related processes that support the County’s business operations and methods to ensure such processes are adequate, functional, and conform to industry standards, technical requirements, and the County’s needs. Work is performed in collaboration with and under the leadership of the County Executive’s Office, Finance, Information Technology (IT), and other department heads that make up the GIS Steering Committee. The position supports all departments, divisions, units, agencies, and organizations, including ECC, that are served by the County’s GIS systems, data, and 911 addressing information. Supervises GIS Specialists, GIS Technicians, and interns.

Education and Experience
Any combination of education and experience equivalent to a bachelor's degree in Geographic Information Systems, geography, cartography, or related field with a concentration in GIS and 5 or more years of progressively responsible professional experience in applying geographic information systems. This should include at least 3 years of experience with managing a GIS using ArcGIS Desktop, ArcSDE, ArcGIS Server, Python, and SQL Server or equivalent, as well as supervisory and administrative experience. SPECIAL REQUIREMENTS: Possession of a valid, appropriate Virginia driver's license.
Knowledge, Skills and Abilities
Knowledge of the theories, procedures, protocol, policies, software, and hardware necessary for the successful implementation and continuing development of a comprehensive Geographic Information System. Familiarity with the interpretation of geospatial data, such as soils, land use, aerial and satellite, transportation, wetlands, flood plains, zoning, tax, land surveys, plats, and topography; ability to troubleshoot data conversion procedures and field data collection (including use of GPS equipment); ability to develop and maintain scripts and object-oriented programs; knowledge of geographic data structures, including vector and raster data, and related data capture techniques; ability to organize and analyze data and present them in a clearly written or graphic form; ability to devise detailed procedures, methodologies, and management plans; basic knowledge of the principles and practices of urban and rural planning; knowledge of enterprise systems software; knowledge of all phases of systems analysis, applications design and development, relational database and GIS technology design and support; programming, database administration, and data processing skills; knowledge of comparable computer hardware and software; excellent written, verbal, and graphic communication skills; strong interpersonal and leadership skills; demonstrated project management skills; ability to establish and maintain effective working relationships with county and school officials, department heads and other key personnel; ability to determine departmental needs of a business process / information system and formulate an effective program to meet these needs; proven analytical and root-cause analysis abilities; ability to lead staff teams; ability to plan, organize, and direct the work of GIS personnel. Must be capable of working independently with limited oversight. Must have demonstrated leadership skills, as well as significant familiarity with a variety of technology concepts, practices, and procedures.

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:
Work is typically performed in an office, computer laboratory, and/or conference rooms. Continuous ability to communicate by phone is necessary. Regular use of computers, keyboards, laser printers, etc. is necessary. Occasional fieldwork throughout the County, which may involve traversing unimproved, rugged terrain, is required. Light lifting (30-40 pounds) and handling large, fragile, and valuable items is occasionally necessary. Operation of a motor vehicle, operation of other office machines and hand tools requiring manipulative skills and hand-eye coordination is occasionally required. Regular contact is made with internal departments and senior persons at all levels of County government, external agencies, and the public. Contacts are usually cooperative, however, require tact and diplomacy. External contacts with vendor companies and other information services agencies are necessary. Occasional need to perform urgent tasks to meet organizational deadlines. Work activity after normal duty hours and occasional weekend duties are necessary.
THE SALARY RANGE
The hiring range for this position is $69,258 - $91,074 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
