Support the Mission of the Department of Emergency Services; to promote and assist in providing safety and security to Chester County citizens so they can work, live, and grow in a healthy and safe community.
Emergencies and threats arise with or without warning with the potential to jeopardize life, environment, property, infrastructure, and assets. Integrated within the 9-1-1 Emergency Communications Center, the Operations Communications Specialist is responsible for critical decision-making by collecting, coordinating, and prioritizing time-sensitive data to provide effective situational awareness and timely, accurate notification of events that impact the citizens, visitors, and employees of Chester County.
This position requires availability 24 hours a day, seven days a week, 365 days a year. This is an Essential employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for Essential Employees:"Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center, deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks".
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every three years: PA Child Abuse, PA Criminal History and FBI Criminal History.Essential Duties, Tasks and Accountabilities: - Monitor, collect, and validate emergency and non-emergency communications and data from multiple public and private sources using the Chester County Integrated Emergency Communications System (IECS), local and national media, and other local, state, and federal systems.
- Recognizing and analyzing the impact or potential impact of emergency and non-emergency threats and events.
- Develop and disseminate timely emergency and non-emergency information.
- Produce deliverables to support emergency and non-emergency events; including but not limited to mapping products, situation reports, images, and informational packages.
- Provide DES operational support to the agencies having jurisdiction during emergencies, drills and exercises, and preplanned events.
- Establish and maintain positive working relationships and coordination with all federal, state, regional, and local partners, support agencies, and all DES stakeholders.
- Operate, maintain, test, and troubleshoot work-related equipment and systems.
- Maintain currency with evolving trends in Public Safety.Attend meetings, training sessions and conferences as required.Review, research, recommend, and assist with the implementation of standard operational policies, procedures and guidelines.Analyze situations and provide recommendations to immediate supervisor.Coordinate activities with staff members as needed.
- Administer assistance with Emergency Operations Center (EOC) and Backup 9-1-1 Operations Center activation's and drills as required.
- On call 24/7/365.
- Performs all other duties as assigned.
Qualifications / Requirements: - Associate's degree from an accredited college or university, or equivalent training and experience.
- Experience in a public safety profession.
- Experience in customer service.
- Excellent verbal and written communication skills.
- Proficiency in professional communication systems to include social media.
- Ability to convert information into multiple data formats and systems.
- Accurate and detail oriented.

Preferred Skills, Knowledge & Experience: - Fluent in multiple languages with a preference for Spanish.
- Strong knowledge and understanding of the Department of Emergency Services policies and procedures and general knowledge and understanding of County of Chester policies and procedures.
- Knowledge of public safety, open-source, and private communication technologies.
- Strong organizational skills.
- Strong working knowledge of Chester County public safety framework, terminology, and capabilities.
- Two or more years of experience in a public safety profession.
- Two or more years of experience in a communications related field.
