Duties Summary
Supervises and coordinates a staff of investigators in a central legal office in conducting investigations of a variety of cases being considered and/or readied for court action and prosecution; performs the most complex investigations; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Office of the Prosecuting Attorney - Investigator's Unit in Kailua-Kona.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
- Plans, assigns, supervises, and coordinates the work of investigators performing investigations of all criminal matters, including confidential investigations of targeted crime figures, career criminals, and organized crime subjects; oversees all confidential investigations.
- Works closely with law enforcement personnel of County, State, and Federal agencies; assigns and schedules work so that requests for investigative services are met on a timely basis.
- Provides technical guidance and expertise in the solving of the most complex and difficult cases.
- Determines the direction of investigations, areas of investigative methods, and targets of the investigation.
- Serves as senior armed escort for transporting prisoners or defendants from other jurisdictions; processes and serves legal papers; may arrest individuals served.
- Assists attorneys in the preparation and presentation of cases in judicial proceedings through evaluation and recommendations of areas to pursue and actions to be taken; makes recommendations as to the weight of evidence, reliability and credibility of witness.
- Testifies in court; produces and identifies physical evidence.
- Conducts research of laws, regulations, and precedent cases to determine action to be taken; assists in the preparation of legal instruments relative to investigative functions.
- Plans, develops, and initiates programs to effect improved services by investigators.
- Evaluates programs which affect the unit; recommends appropriate actions and implements the programs.
- Acts as liaison and coordinates with all levels of law enforcement, corrections, and judicial agencies.
- Conducts investigations for the Prosecuting Attorney, State Attorney General, and other governmental agencies.
- Projects budgetary requirements for the unit involving personnel, equipment, space, and training; submits recommendations to department head.
- Oversees all personnel matters of the division; approves leaves; establishes and enforces rules of conduct and work standards for employees.
- Evaluates work performance of subordinates; reviews divisional employees' performance evaluations; counsels employees and provides training as required.
- Recommends all personnel actions including hiring, promotion, disciplinary actions, and termination.
- Conducts investigations and responds to grievances.
- Develops, coordinates, and provides orientation and on-going training for staff.
- Maintains and operates firearms and other non-lethal weapons; may operate various types of specialized investigative equipment.
- Operates a vehicle for work-related travel.
- Maintains work control logs and records; prepares reports as required.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with major work (baccalaureate degree) in social work, sociology, psychology, political science, administration of justice, public/business administration, or a related field (scan and attach a copy of your official college transcript to your application), and
- 21 years of age at time of filing, and
- five (5) years of criminal investigation experience* from either a county, state, federal, or military agency, and
- demonstrated supervisory aptitude**, and
- must be qualified to carry and/or possess firearms or ammunition in accordance with state and federal laws, e.g., no misdemeanor or felony domestic violence conviction, and
- possession of a valid State of Hawai‘i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
- Criminal investigation experience means having the experience in investigating statutory crimes, i.e. burglary, theft, or assault, from the initial report of the crime to its prosecution.
Note: Successful completion of the Office of the Prosecuting Attorney’s firearm qualification program is required prior to the completion of probation.
**Supervisory aptitude is the ability or potential of an individual to perform supervisory duties as demonstrated:
- by the successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;
- by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;
- by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

Ability to: Establish and maintain an effective working relationship with subordinates, representatives from other governmental agencies, and the public; plan, assign, evaluate, and organize the work of others; interpret and apply laws and regulations; conduct investigations on misdemeanor, petty misdemeanor, and felony crimes with minimal supervision, i.e., sex assaults, murder, burglaries, negligent homicides, drug offenses, harassment, etc. apply investigating principles and techniques, including the criminal rules of evidence and search and seizure laws; make sound observations, remember facts, and give testimony based thereon; gather, analyze, and evaluate facts and data; prepare clear and concise reports; qualify to use firearms; scrutinize behavior of individuals and situations; understand the psychology of human behavior; and instruct, orient, and advise others in all phases of investigation; maintain professionalism and deal effectively with the public, office staff, and representatives of governmental and non-governmental agencies.
