The Opportunity
We are pursuing qualified candidates to fill Program Specialist IV, CEO positions within the Chief Executive Office. The position provides professional services to operating departments regarding highly complex problems in the administration of specialized Countywide programs. Position Responsibilities
- Conducts complex studies (e.g., needs analysis for training; onsite audits/inspections; policy development; employee/organizational surveys; investigating Board referrals; internal feasibility studies).
- Resolves complex complaints/problems/issues (e.g., budget curtailments; Board referrals).
- Assists or develops new or modified programs, policies, and procedures (e.g., Board policies, procedures, and initiatives), as needed.
- Administers a complex program or function (e.g., communications, contracts, human resources, information technology, research, risk management).
- Prepares various complex documents (e.g., technical reports, policies and procedures, contracts, requests for proposals, classification specifications, instructional materials, emails, charts, graphs, tables, forms, general business correspondence).
- Serves as a resource person on complex questions/issues within an assigned area (e.g., communications, contracts, human resources, information technology, research, risk management).
- Conducts complex formal training sessions/oral presentations related to an area of expertise (e.g., communications, contracts, human resources, information technology, research, risk management).
- Stays current with knowledge related to assigned area (e.g., communications, contracts, human resources, information technology, research, risk management).
- Leads or supervises a team, as needed.
One year of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, systems, budget, compensation, or personnel, at the level of Los Angeles County class of Program Specialist III, CEO* or higher.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Special Requirement Information
*In the County of Los Angeles, experience at the level of Program Specialist III, CEO is defined as providing professional services to operating departments regarding complex problems in the administration of specialized organization-wide programs.
Out of Class Experience will not be accepted for this examination.

This examination will consist of two (2) parts:

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
Part II: A writing assessment, weighted 25%, covering English Structure and Content, Written Expression, and Prioritizing Information.
Applicants must meet the requirements and achieve a passing score of 70% or higher on Part I and II of the examination in order to be placed on the eligible register in the order of their score group for a period of 6 months following the date of promulgation.

Transfer of Test Responses
- Applicants who are concurrently applying to Program Specialist III, CEO (Exam No. M08176-R), and/or Senior Analyst, CEO (Exam No. M08295-R) will take the identical test parts (Part I and Part II) one time only.
- Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
- This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.

Eligibility Requirement
The names of candidates receiving a passing score in the examination will be placed on the eligible register for a period of six (6) months.
Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

In accordance with TITLE 5 - PERSONNEL, APPENDIX 1 (Civil Service Rule 11.03) of the Los Angeles County Code, the Department of Human Resources (DHR) is canvassing applicants to identify eligible candidates who have the experience in the following areas:

Candidates should be prepared to respond to a supplemental questionnaire during the application process.
