The Behavioral Health and Recovery Services (BHRS) Division Director oversees the operations, performance, staff, and resources of the Division's Quality Management Program, and Beneficiary 24/7 Access Line. In this role, the Division Director oversees quality improvement and quality assurance activities of the Division, including service authorization functions, provider credentialing, management of mental health managed care contracts, and assessment of organizational performance related to access, timeliness, quality, and outcomes. This position also assists in Department and Division efforts to develop and ensure that policies and procedures comply with applicable Federal and State regulations and standards.
This position is also responsible for successfully coaching and developing the team, as well as writing and delivering annual performance reviews and providing training and discipline as necessary to staff. The Division Director evaluates and ensures proper trainings and working structures to ensure compliance with practice guidelines, as well as State and Federal regulations and policies. In addition, this position closely coordinates with all BHRS Division Directors, HHS Fiscal and Compliance teams, and contracted providers, as well as serves as a member of the BHRS senior management team.
The BHRS Division Director takes an active role in performance management, coaching and staff/team development.

Our Highly Qualified Candidate:
The ideal candidate for this position will have a strong foundation in behavioral health and extensive experience and knowledge of operating in a Medi-Cal managed care environment, including responsibility for managing quality improvement and quality assurance functions. The candidate will have a strong background in data governance and eagerness to promote a data driven culture. They will have strong organizational and analytical skills, including demonstrated experience in continuous quality improvement and embedding an equity lens and metrics into their work. The candidate will have demonstrated experience in consistently interpreting, communicating, and implementing applicable laws, codes, regulations, policies, and procedures. They will have strong leadership skills and will be experienced in managing and supervising behavioral health programs and staff; able to manage personnel related issues; and able to communicate effectively both verbally and in writing. Experience collaborating with internal and external stakeholders including collaborating with consumers and community-based organizations in quality management, data collection, and data governance is ideal. The Division Director will be expected to work closely and cooperatively with the Behavioral Health and Recovery Services senior management team and partners.
Highly Desired: Clinical licensure as a Marriage and Family Therapist, Licensed Clinical Social Worker, or Clinical Psychologist in the State of California and/or certification as a CPHQ (Certified Professional in Healthcare Quality), HCQM (Health Care Quality and Management) or other closely related certification is highly preferred.

Any combination of education and experience that would provide the knowledge and skills listed. Typically, a Bachelor's degree in counseling, marriage and family therapy, nursing, psychology, social work or a related field and four years of experience appropriate to the assignment including one year of supervisory experience.
Certificates and Licenses
Licensure for this position is not required but is highly desired.
Incumbents in positions requiring clinical supervision of staff must be professionally licensed as a Marriage and Family Therapist, Licensed Clinical Social Worker, Registered Nurse, or Clinical Psychologist in the State of California. Otherwise qualified non-California residents must obtain a California license within timelines consistent with the Business and Professions Code of California after moving from another state. Failure to obtain licensure within the specified timelines will result in termination of employment.

Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
