PRINCIPAL APPRAISER
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 28, 2024 – 4.25% increase
Effective June 27, 2025 – 4.00% increase
OPEN TO THE PUBLIC
This recruitment will establish an open eligible list. This eligible list will be used to fill current and future Principal Appraiser vacancies. This list may also be used to fill Principal Appraiser in this classification until the next recruitment.

THE OPPORTUNITY
The Principal Appraiser will be reporting to and receiving assignments from the Assessor and/or Division Manager of Management Services. The incumbent will be:
- Planning, conceptualizing, and assisting in developing and improving appraisal techniques for real and personal property and possessory interests in publicly owned properties.
- Reviewing current procedures and develops new appraisal standards and procedures to insure uniform application of value to all types of properties and adherence to the Revenue and Taxation Code.
- Reviewing complex appraisals and special use property types using the cost approach, market approach, and income approach to value and identify the most appropriate choice among them for specific situations.
- Conducting special studies and prepares reports related to current and changing values and valuation methods; recommending changes to goals, policies, and procedures based on problems and information obtained through field appraisal work, special studies, statistical or mathematical analysis of market conditions in Orange County and other observable parameters included in the analysis of value.
- Meeting with taxpayers, agents, and community groups to explain assessment procedures and practices.
- Performing qualitative and quantitative analyses to test the appraisal product and activities leading to appraisal judgment within the Assessor's Office; sample real and personal property appraisals and performs quality control checks of appraisal and performs final reconciliations of value.
- Performing other duties as may be assigned.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess two (2) years of experience as an Appraiser III with the County of Orange or equivalent property appraisal experience working within an Assessor Department. Applicants must meet the qualifications for obtaining the Appraiser Certificate issued by the State Board of Equalization or possess a Temporary Appraiser Certificate by the date application is submitted to the County of Orange. In addition, the ideal candidate will possess extensive professional work experience and/or knowledge in the following core competencies:
Technical Knowledge | Technical Experience
- Interpreting and analyzing Assessor technical data
- Valuing complex residential and commercial real property for property tax purposes
- Understanding and applying the Revenue and Taxation Code
- Working with Automated Tax System (ATS II)
- Identifying and resolving challenging technical issues and problems or researching possible solutions
- Ability to review, analyze, and evaluate office policies and procedures
- Clarifying performance expectations (e.g. roles, responsibilities, standards, and goals) collaboratively with others
- Ability to develop and provide training to staff
- Working with other public and private agencies in efforts to provide customer service to the community, public, and key stakeholders
- Ability to interface with other Assessor's divisions, managers, community groups, taxpayers, property tax agents, executive officers, attorneys, and independent appraisers
- Responding quickly, courteously, and proficiently to customer service requests
- Soliciting feedback and adjusting customer requests to fit into business improvements

RECRUITMENT PROCESS

An Appraisal Panel (AAP) of job knowledge experts will thoroughly screen and evaluate all application materials for job knowledge, competencies, and related experience described above. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates.
