TAX SERVICES TECHNICIAN TRAINEE

The mission of the Treasurer-Tax Collector (TTC) is to ensure the safe and timely receipt, deposit, collection, investment, and disbursement of public funds. The Treasurer-Tax Collector, an elected official, has an annual operating budget of $14.5 million with approximately 70 employees. The Treasurer-Tax Collection has four operational divisions: Treasury, Investments, Tax and Central Collections, and Administrative Services. The Treasurer is also an ex-officio trustee on the Orange County Employees Retirement System, managing over $20 billion, and the banker for the community college and school districts in Orange County.

THE OPPORTUNITY
Trainees will learn to perform work related to daily property tax collection in the areas of property taxes and may provide information to the taxpayers relative to property payment and billing questions in a call center setting. The position will be expected to quickly learn California state law regarding property tax policies and property tax unit procedures, and specific duties may include property tax functions such as reviewing, calculating, and explaining property tax bills, making recommendations on penalty cancellations, and working with the Office of the Assessor on property tax ownership questions.
The general responsibilities and duties associated with this position include, but are not limited to, the following:
- Answer property tax questions and inquiries via telephone in a call center setting.
- Post property tax payments to taxpayer accounts for payments received.
- Open, process, and draft responds to property tax correspondence.
- Conduct research on property tax rolls and tax payment issues to present to your supervisor.
- Assist taxpayers with payment plans, penalty cancellations, and tax clearance certificates.
- Research property tax payments for various property tax bills.
- Learn updated or new tax laws, and ability to explain them to others.
- Perform a variety of general office tasks as assigned.
The ideal candidate will possess one (1) or more years of direct customer service experience in a clerical or office environment OR possess one (1) year of work experience in a call center.
Additionally, the ideal candidate will also possess knowledge and experience in the following core competencies:
Technical Experience and Knowledge
- Knowledge of modern office practices and procedures, including filing and operating office equipment.
- Ability to operate and use a variety of electronic and automated office machines and equipment.
- Ability to quickly learn and interpret property tax bills, tax notices and payment types.
- Ability to learn current property tax rules and regulations and explain them to the public professionally, respectfully, accurately and with empathy.
- Strong experience using Microsoft Office (Outlook, Word, and Excel) and other software programs.
- Accurately apply regulations and/or policies and follow procedures to solve challenges.
- Maintain effective working relationships with internal customers and the public.
- Provide the highest quality service to the public in a call center setting by addressing concerns timely, accurately, and professionally.
- Maintain phone etiquette and professionalism during difficult conversations.
- De-escalate situations by showing empathy, understanding, and delivering results.
- Anticipate and meet customer needs.
- Clearly and effectively communicate with the public or others in situations requiring the explanation of complex property tax rules and regulations.
- Interact with the public over the phone in situations that require gaining cooperation.
- Demonstrate the ability to convey information clearly and articulately to others, both orally and in writing.
- Convey a positive and professional attitude when speaking with others.
- Demonstrate proficiency in the fundamental principles of writing, grammar, and proofreading skills to identify omissions and errors in the English language.

RECRUITMENT PROCESS

Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. Applicants who meet the minimum and/or desirable qualifications will be referred to the next step in the recruitment process. All applicants will be notified via email of their status in the process.

Applicants who meet desirable qualifications will be invited to participate in one or more job-related assessments in a proctored environment. Applicants will be notified of their test date. Only the most qualified applicants will be placed on the eligible list.
Based on the department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
