The County of San Diego's Health and Human Services Agency is seeking qualified individuals for: 

HUMAN SERVICES PROGRAM MANAGER

Interviews will be held the week of January 16, 2024. 
 Job offers will be made the week of January 22, 2024. 

Future Salary Increases
** July 2024  -  8.80% increase to base pay (2.75% Across-the-Board 6.05% Market Inc.)

Human Services Program Managers are allocated only to the Health and Human Services Agency (HHSA) and direct a major social services or housing program, division, or unit. Human Services Program Managers work with the following programs: IHSS, Public Administrator, CalFresh, Homeless Services, CalWORKs, Welfare to Work, Child Care, Medi-Cal, General Relief and County Medical Services.  Human Services Program Managers may also work on rental assistance program's operated Housing Authority, as well as Local, State, and Federally funded programs that promote affordable housing and community development.

Duties may include but are not limited to the following: Plan/assign/evaluate the work of staff; establish and ensure work quality and performance standards; direct the design, interpretation and implementation of program rules, regulations and policies; coordinate and maintain liaisons with other divisions, departments, contractors, members of the community and relevant agencies; perform legislative analysis and make recommendations on program changes; develop and recommend program or operational policies and procedures; identify and mitigate potential risks concerning operational, political, contractual and financial issues; conduct and participate in management and staff conferences. Develop and distribute Management Reports utilized by internal and external partners. Reports may be used to assist in timely and accurate case processing as well as to identify demographic and geographic program utilization. Prepare and submit reports required by State and Federal funders. Negotiate loan terms and monitor compliance with restrictive covenants associated with affordable housing. Evaluate property for suitability of affordable housing.

Hiring Timelines & Dates:

  • Job Offer and Background Process begins shortly after the interview.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications:
A total of four (4) years of experience:

1.  Two (2) years of experience as a Program Specialist II, Alcohol & Drug Program Specialist, or Administrative Analyst II, or the equivalent or higher experience in a social services agency; AND

2.  Two (2) years of supervisory experience while working in the capacity of a Program Specialist II, Alcohol & Drug Program Specialist, Administrative Analyst II, Supervising Human Services Specialist, or Supervising Human Services Control Specialist, or the equivalent or higher experience in a social services agency. Supervision of clerical, technical or professional staff qualifies.

Note:  A bachelor's degree may substitute for one (1) year of any of the above experience, with the exception of the two (2) years of supervisory experience that is required.

Condition of Employment:
