San Mateo County Health seeks an experienced individual to serve as a Deputy Health Officer. The Deputy Health Officer works closely with the community and a variety of medical public health services and operations, including the Public Health Laboratory, Public Health Disease Control Programs, epidemiology and emergency preparedness efforts. The Deputy Health Officer provides direct  supervision  to the Communicable Disease Control Officer, Sexually Transmitted Disease controller and Tuberculosis controller.  This position is located in the Public Health, Policy & Planning Division of San Mateo County Health and reports to both the Director of Public Health, Policy & Planning on administrative matters and to the County Health Officer on medical and public health practices.

The Deputy Health Officer will assist the Health Officer and Director of Public Health, Policy & Planning in leading a multi-disciplinary team of dedicated, highly skilled staff (public health nurses, communicable disease investigators, community health workers, public health microbiologists, laboratory technicians, etc.) in the provision of public health services essential in the protection of the health and wellbeing of County residents; supporting the Communicable Disease Control Program and continuing to improve the ability of staff to use current automated technology and expanding technological resources; working in the four interconnected areas (laboratory, epidemiology, communicable disease control and emergency preparedness) to help develop the County's response to emerging infectious diseases and outbreaks in a remarkably diverse urban area; participating as a member of a dynamic leadership team in the Public Health Policy & Planning Division to protect the public health of all the residents and the environment through prevention, education and regulation; advancing population-based health strategies and developing opportunities for research and publication.

  • A Master's degree in Public Health is preferred.

The position offers a competitive salary and an excellent benefits package which includes County funded malpractice insurance, retirement plans and health benefits for retirees, reimbursement of professional dues and expenses (up to $3,000/year), an additional 5% increase in salary for each qualifying Board certification up to two (2) Boards, administrative leave time at 5 hours per pay period up to 260 hours (this is prorated for part time employees) that can be used as time off or cashed out up to 50% each Spring, and a wellness program, including exercise classes, worksite massage, and an onsite gym.Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years administrative or supervisory experience in a public health setting. A Master's degree in Public Health and/or completion of a residency in preventive medicine is preferred.

  • License to practice medicine or osteopathy in the State of California.

Knowledge of:
  • Principles and practices of organization, public administration, budget and personnel management and medical care reimbursement.
  • Advanced management practices and organizational dynamic principles.
  • Quality assurance as it applies to medical services.
  • Public health and other community agencies.
  • Principles and practices of public health and health care administration, including current trends in policy, planning, education, finance and related issues.
  • Program management and administration health care.
  • Current developments in medicine including bio-ethics and laws regarding informed consent.
  • Laws, codes and regulations governing public health care programs and services.

Skill/Ability to:
  • Organize, direct and administer complex medical public health program.
  • Develop, implement and interpret objectives, goals, policies and procedures that meet standards for quality patient care and satisfy all public health regulations and accreditation standards.
  • Supervise, train and evaluate staff; coordinate the activities of clinical, professional, technical, and clerical staff.
  • Evaluate and make recommendations in the improvement of medical programs.
  • Communicate with others at all levels of the organization.
  • Develop and maintain effective working relationships with other departments, agencies, community groups and employees.
  • Evaluate, monitor, and advise physicians in job performance standards.
  • Provide written and oral communication in various forms such as reports, and recommendations, memos.
  • Speak effectively to diverse audiences, including medical, clinical, professional and citizen groups.
