Under general direction, HS IHSS Supervisors serve as a first-line supervisor of staff who conduct in-home assessments and determine eligibility for services provided by the In-Home Supportive Services (IHSS) Program, and prepares and monitors plans for authorized services and case referrals.
The ideal candidates will have considerable work experience as an IHSS Social Worker and at least two years' experience as a lead worker with the IHSS Program; or considerable work experience with another public social services program with responsibilities for IHSS eligibility, and assessing and authorizing public social services for aged, disabled and vulnerable adults. Additionally, the ideal candidates have a genuine understanding of diversity, equity and inclusion that is reflective in their ability to establish and maintain cooperative working relationships with culturally diverse clients and colleagues.
EDUCATIONAL/BILINGUAL INCENTIVE: Some positions may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification of skills.
HS IHSS Supervisors are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.
Duties may include but are not limited to the following:
- Plans, coordinates and supervises a unit of IHSS Social Workers and support staff to ensure delivery of services and compliance with Federal and State guidelines and departmental policies.
- Assigns and instructs workers in social work methods and techniques; interprets rules, regulations, laws and policies relating to program services; advises subordinate staff on difficult casework problems; and intervenes in crisis situations.
- Participates in formal training of new workers, including making presentations and designing training modules, in conjunction with the IHSS management team.
- Reviews/audits the quality and quantity of casework performed by subordinates; identifies discrepancies or problem areas and takes corrective action accordingly; assists subordinates in preparing overpayment letters and fraud referrals; and works with Quality Assurance (QA) staff to implement changes required by QA findings.
- Receives complaints and interviews complainants; makes decisions (may be subject to administrative review), regarding allowances or changes in services to be rendered; and assists staff in preparing and presenting cases in fair hearings.
- Serves as a liaison between the unit and other units within the Human Services Agency or with outside agencies; works closely with Medi-Cal units responsible for determining financial eligibility for IHSS recipients to ensure client access to IHSS services.
- Prepares reports and correspondence, and makes recommendations to management on needed programmatic changes.
- May participate in studies or research projects involving social services problems.
- May speak before professional groups or the public.
- May assist in the development of community resources.
- Works closely with the IHSS Program Analyst in establishing or changing work processes of the IHSS social workers and clerical staff in response to changes in IHSS regulations; assists in the development of training on changes; and monitors the changes for compliance.
- Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE
A Bachelor's Degree from an accredited university in Social Work, Human Services, or another closely related field; AND four (4) years of human services or social work experience providing direct client services, including one (1) year of experience at the advanced-journey level or lead level social worker with the IHSS Program.
Additional human services or social work experience providing direct client services may be substituted for the required education on a year-for-year basis, up to a maximum of four (4) years.
NECESSARY SPECIAL REQUIREMENTS
Must possess a valid California driver license.
COUNTY EMPLOYEES AS DISASTER SERVICE WORKERS
When a disaster strikes of natural or man-made origin, Ventura County employees may be called upon to provide service to the community by assisting in emergency response efforts. This may require employees to work in other locations, different hours, and out of class. At the time of hire, all County employees will be required to sign an Oath or Affirmation of Allegiance for Disaster Service Workers and Public Employees (Sections 3102 and 3103, Government Code of California)

Working conditions: Work is primarily performed in an office environment but may require visits to other organizations, agencies and departments, private businesses, client homes or work locations, and will require direct meetings with the public, co-located and external program partners and other community groups. Travel outside the county is required. Supervising Social Workers may be required to furnish their own vehicles for use on the job. Work schedules may be subject to change.
Knowledge, Skills, and Abilities:
- Working knowledge of the principles and practices of effective supervision.
- Considerable knowledge of the laws, rules, regulations and policies pertaining to accurate In-Home Supportive Services assessments.
- Working knowledge of the use of automated systems, such as MEDS, CalWIN, CMIPS, and office software application programs, primarily MS Word, Excel, Outlook, PowerPoint, and online meeting platforms.
- Considerable knowledge of the principles and techniques of case management and crisis intervention.
- Working knowledge of community resources and social services programs available for the elderly and disabled.
- Working knowledge of physical and mental illness and their impact on personality and function abilities.
- Ability to supervise staff.
- Ability to plan, organize and direct work to meet workload demands, and maintain productivity with frequent interruptions.
- Ability to obtain and recognize relevant and significant facts, analyze situations, and adopt effective courses of action.
- Ability to communicate effectively both verbally and in writing.
- Ability to establish rapport and work effectively with co-workers, subordinates, and representatives of other agencies.
- Ability to perform statistical analysis and data interpretation, and create reports.
- Ability to administer client case management projects.
- Ability to effectively teach and instruct others.
- Ability to develop and implement necessary work processes and related procedures.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by an applicant, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. Applicants are typically scored or ranked in relation to one another; consequently, when the pool of applicants is exceptionally strong, some qualified applicants may receive a score or rank which is moderate or even lower resulting in them not being advanced in the process.
If there are three (3) or fewer qualified applicants, a T&E Evaluation exam may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
