Description

The PUBLIC WORKS AGENCY, Real Estate Services Division provides professional real estate services to the Ventura County Public Works Agency’s Engineering Services, Roads & Transportation, Water & Sanitation, and Watershed Protection departments, as well as other county and local government agencies. Our principal mission is to acquire property rights for public projects.
THE POSITION
Under general administrative direction of the Director Public Works Agency - Central Services, plans, organizes and directs all transactions in real estate as they relate to acquisition of right-of-way for public projects, appraisal, relocation assistance, utility relocation activities, management of real property, facility leasing, franchise administration and County Service Area administration; supervises other Real Property Agent personnel in the technical aspects of these activities; and performs related duties as required.

THE SUCCESSFUL CANDIDATE

The successful candidate not only possesses the minimum requirements of the position but also possesses some experience conducting difficult, complex and sensitive negotiations with a variety of agents/parties for a public/governmental entity; has considerable experience in a supervisory or lead role; has experience in franchise administration and/or County Service Area administration; has the proven ability to develop and maintain constructive and cooperative working relationships; and has excellent communication skills, both written and verbal.

Manager - Real Estate Services is a Management/Confidential classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.

A general salary increase of 5.5% was effective December 25, 2022; an additional increase of 4.0% will be effective December 24, 2023; and 3.5% effective December 22, 2024.

EDUCATIONAL/BILINGUAL INCENTIVE
Incumbents may be eligible to receive an educational incentive of either 2.5%, for an associate's degree, 3.5%, for a bachelor's degree, or 5% for a master's degree that is not required to work in the classification. Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification skills.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Supervises or personally conducts the most difficult, complex, sensitive negotiations with officials and representative of governmental agencies, with public and private utilities, and with private parties or private attorneys or agents representing individual property owners.
  • Supervises, assigns and reviews the work of Real Property Agents to ensure compliance with established policies and programs goals; directs the overall operations of the Real Estate Services Division to ensure that goals are being met in an organized, efficient and cost-effective way; establishes procedures for implementing divisional policies; develops and provides budget information and staffing needs.
  • Supervises, plans, organizes and coordinates unit activities including property acquisition, appraisal, relocation assistance, utility relocation, franchise administration, right-of-way, facility leasing, property management, disposal of surplus real property.
  • Coordinates proposals and other legal aspects of real estate transactions with County Counsel's Office; reviews legislative revisions affecting real property and establishes programs for their implementation.
  • Responsible for budget data input and administration of the County Service Area Program which provides street lighting and other extended services to the unincorporated areas of the County; analyzes and evaluates properties and project plans for conformity to public needs, recommends revisions.
  • Confers with and works closely and cooperatively with Department Directors and managers within the Public Works Agency and other County agencies and departments in carrying out an effective public real estate program.
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE
Any combination of experience and education that would likely produce the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can be obtained by completion of a Bachelor's degree in real estate, business, economics, public administration or a related field; AND two (2) years of experience performing duties equivalent to the class of Senior Real Property Agent.

Other progressively responsible experience in real property acquisitions, appraisal, relocation assistance, utility relocation, property management, franchise administration, County Service Area administration for a public entity and some experience supervising staff may also be qualifying.

Note: Experience may be substituted for education on a year-for-year basis up to a maximum of four (4) years.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid California driver's license;
  • Successful completion and maintenance of one of the following is required prior to completion of the probationary period (one (1) year):
    • Registration as a Senior Member of the International Right of Way Association with the professional designation of SR/WA; or
    • Member, Appraisal Institute (MAI) from the American Institute of Real Estate Appraisers; and
  • Strong communication skills, both written and verbal. Written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED
  • Experience in appraisal, acquisition, property management, property leasing, franchise administration, County Service Area administration and disposal of real property for a public entity (or in a government setting);
  • Registration as a Senior Member, International Right of Way Association (IRWA); and
  • Member of the Appraisal Institute (MAI) and possession of any designation recognized by the Appraisal Institute.

KNOWLEDGE, SKILLS and ABILITIES
Comprehensive knowledge of: the principles and practices of real estate acquisitions, appraisal and property management for public entities; the laws, legal codes, government regulations applicable to real estate and eminent domain; public safety and security; design techniques, tools and principles; and basic principles of civil engineering.

Knowledge of: management and organizational principles; and the basic principles associated with the supervision of staff.

Skilled at: time management; complex problem solving; active listening; judgment and decision making; negotiating/reconciling differences; making oral presentations to large groups; written and verbal communication both inside and outside the organization.

Ability to: plan and supervise the work of others; establish and maintain effective working relationships; analyze personnel and organizational problems and implement corrective action to resolve conflicts.

SUPPLEMENTAL QUESTIONNAIRE – qualifying: All applicants are required to complete and submit the questionnaire for this exam at the time of filing. TRAINING and EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Examination, which may be preceded by or replaced with a score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

ORAL EXAMINATION – 100%: A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary, and Fixed-term), Extra Help and Intermittent vacancies for this position or similar positions only. There is currently one (1) anticipated Regular vacancy.
