JOB SUMMARY
Under the direction of the VP of Business Development and Communications, administratively responsible for all functions and activities of the departments consisting of the Facilities and Support Services division.
Scope of Service: Plant Operations/Maintenance, Environmental Services, Laundry/Linen, Clinical Engineering, Security, Power Plant, Properties, Grounds, Telecommunications, Safety, Emergency Management, Patient Transport, and Screeners. These areas encompass approximately 150 FTE’s.
JOB RESPONSIBILITIES
- Plans, organizes and directs Facilities Management Division activities.
- Establishes divisional goals and objectives annually in concert with overall System goals and objectives.
- Develops and/or reviews and approves (or recommends for approval) operating policies, procedures, organization, and programs for the division to meet current needs within budget constraints and in accordance with regulatory requirements and overall System goals and policies.
- Assesses overall divisional operations with respect to approved goals and objectives and submits recommendations to Senior Leadership for review.
- Develops and/or reviews and approves and monitors divisional quality assurance, risk management, safety, disaster and infection control programs, plans, policies, and procedures to ensure compliance with System policies and licensing/accrediting body standards.
- Consults with CEO where clarification, interpretation, or exception to System policies may be required, as needed.
- Selects and provides for orientation/training and supervises Facilities Management department Managers and Directors.
- Monitors operating standards of Facilities Management departments and initiates appropriate corrective action to ensure standards meet the requirements of licensing and accrediting agencies.
- As needed, interviews select and provide orientation and training for all new divisional department managers and directors according to established System policies and procedures.
- Annually and as needed, evaluate the performance of each divisional department manager with reference to their individual duties, responsibilities, and established goals. Provides counseling areas that need improvement, establishes appropriate goals, and recommends means to this end.
- As needed, initiates and authorizes (or recommends) personnel actions such as salary/wage increases, promotions, disciplinary actions, etc., in accordance with established System policies and procedures. Resolves staff grievances where possible and refers unresolved grievances through appropriate channels according to established policies and procedures.
- Develops and recommends divisional operating and capital budget requests. Monitors the implementation of approved budgets.
- Annually reviews Facilities Management departmental goals/objectives and budget requests revise as necessary/appropriate to comply with overall System’s goals/objectives and recommend for review and approval according to established budget calendar and procedures.
- Monthly, monitor budget compliance. Analyzes and reports on variances to Finance according to established procedure. Initiates corrective actions where required or requested.
- Continually researches potential areas of cost containment and initiates or recommends alternative approaches or controls.
- Implements and manages all capital construction projects.
- Establishes and maintains relationships/communications within the division, with other divisions of the System, with the medical staff, and with outside agencies as appropriate.
- Meets Bi-Weekly or as needed with the President to gain and share information regarding divisional and System operations.
- Serves and represents the Facilities Management Division on various board, administrative, and medical staff committees to promote the best interests of the System and the Facilities Management.
- Serves on various external committees and represents the System effectively in association with local, state, and federal officials, community leaders, vendors, planning agencies, members of other institutions, etc., where considerable ability is required to protect and promote the best interests of the System.
- In conjunction with the President, negotiates and prepares contracts for services related to the Facilities Management Division with other institutions, outside agencies, professional staff, etc., as needed.
- Maintains professional growth and development.
- Maintains PE Licensure and CEUs in accordance with State Licensing Board
- Attends a minimum of one workshop or seminar per year.
- Read a minimum of 12 professional journals per year to remain informed regarding general health care and administrative trends.
- Responsible for other assigned projects and duties as requested.
REQUIREMENTS:
EDUCATION
- Bachelor’s Degree in Engineering, Business Administration, Healthcare Administration, or related field is required.
- Project Management certification preferred.
EXPERIENCE
- Knowledge of and experience overseeing facility and utility areas required.
- A minimum of five to seven years of progressive leadership and project management in institutional plant management, health care, education, or commercial real estate
- Excellent administrative, management, communication, and interpersonal skills and ability to relate professionally with employees, administrators, contractors, and vendors to develop and maintain a positive working relationship
