Position Summary

The U.S. Agency for International Development (USAID) is at the forefront of the U.S. government response in the fight against the HIV pandemic, with programs in nearly 100 countries worldwide. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), the largest commitment by any nation for an international health initiative dedicated to a single disease – a multi-year, multifaceted approach to combating the disease. Since the beginning of the COVID-19 pandemic, USAID has supported more than 120 countries to contain and combat the virus. To date, USAID has provided more than $9 billion to intensify the fight against COVID-19 around the world, pave the way to global recovery, and strengthen global health security.

 

The Bureau for Global Health’s Office of HIV/AIDS (GH/OHA) has overarching responsibility for USAID's HIV/AIDS programs and serves as the Agency's lead office for implementing the interagency PEPFAR program. GH/OHA's primary functions are to provide strategic direction, technical leadership, and support to field programs, and to effectively manage headquarters programs devoted to ending the global HIV/AIDS epidemic. As a lead partner in the PEPFAR interagency process, GH/OHA makes decisions concerning the strategic allocation of financial and human resources in the sector and provides leadership in designing, implementing, monitoring, and evaluating HIV/AIDS programs. This entails ensuring the technical integrity of USAID's headquarters and mission strategies and programs; providing global technical leadership on the full range of interventions related to HIV/AIDS prevention, care, and treatment; supporting USAID missions in working with partners and other government agencies; and monitoring, evaluating, and reporting on the impact of the Agency's HIV/AIDS programs in support of PEPFAR goals. GH/OHA is composed of eight Divisions and 25 Branches.

 

The Priority Populations, Integration and Rights Division (GH/OHA/PPIR) provides technical leadership and support to missions in effectively planning, implementing, and monitoring population-specific technical approaches to the HIV and PEPFAR response and driving results in the field. The PPIR Division has a specific emphasis on priority and key populations, including orphans and vulnerable children, youth, integrated services (family planning/HIV), gender and sexual diversity, and human rights. The Division designs and manages projects that support implementation and scale up of country and regional programs to achieve PEPFAR goals and targets; conducts rigorous data reviews; provides technical and programmatic expertise to develop sounds strategies, policy guidance and plans for implementation of HIV/AIDS programs; participates on cross-cutting teams and collaborates closely with other USAID and USG agencies to plan, coordinate, and support service delivery programs for priority and key populations.

 

GH/OHA/PPIR is composed of five Branches: The Orphans and Vulnerable Children Branch, The Gender and Sexual Diversity Branch, The Youth Branch, The Integrated Services Branch, The Key Populations and Rights Branch. The Key Populations and Rights Branch (GH/OHA/PPIR/KPR) advances technical leadership to achieve PEPFAR goals for key populations, including men who have sex with men, transgender people, sex workers, people who inject drugs, and prisoners. The Branch supports programs that close the gap in access to services, addressing prevention, case finding, linkage to treatment and retention in care with civil society, key population networks, and development partners. The OHA KPR team works closely with missions across USG agencies and governments to promote high quality, community led prevention, care, and treatment programs, along with structural interventions including the reduction of violence for all people, including LGBTQ.

 

The Junior Program Management Analyst will primarily support the OHA/PIR USAID office as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will provide support to the KPR Branch and support program administration and implementation. They will support the HIV/AIDS portfolio, but also COVID-19 and monkeypox activities.

 

The Junior Program Management Analyst (Program Management Analyst), located in the Key Populations Branch of the Priority Populations, Integration, and Rights Division, within GH/OHA, works with USAID Headquarters Bureaus, USAID field Missions, and the State Department Office of the Global AIDS Coordinator (S/GAC) to:

  • Provide project management support to the AOR team,
  • Provide budget execution guidance and support for to Headquarters-managed projects and Mission programs, and
  • Provide KPR Branch administrative and technical support

The Junior Program Management Analyst closely works with the KPR Deputy Branch Chief, under the overall technical direction of the Branch Chief of the KPR Team.

Responsibilities

Illustrative duties may include the following:

 

Provide project management support to the AOR team:

  • Support the AOR team coordinate and manage project(s), including participation on the project management team
  • Coordinate oversight, management, and maintenance of the program and project files; file documents; manage and track award documentation and follow up with USAID staff, missions and partners as needed to ensure file completeness
  • Assist AOR team in preparation of various program documents and correspondence such as project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards
  • Coordinate communications and meetings among technical staff, with missions and with partners, including meeting preparation and note taking
  • Work with KPR team members to interpret and analyze programmatic performance data at the mechanism level
  • Work with AOR team, AO, and other colleagues to support project management
  • Track and review subawards and subcontracts, commodity requests, and other requirements
  • Support Mission reporting on COVID-19, HIV/AIDS, monkeypox, and other technical areas
  • For COVID reporting, work with the USAID HQ MEL team, Missions, and partners to ensure COVID DIS reporting system is set up appropriately and that reporting is completed on a quarterly basis; troubleshoot issues, and ensure accurate and timely reporting.

Provide budget execution guidance and support for to headquarters-managed projects and Mission programs:

  • Communicate with OHA and Mission staff on budgetary and financial management processes to support the efficient and effective use of all funding streams, including PEPFAR, COVID-19, monkeypox, AEECA, MCH, DDI, and other funds
  • Provide mechanism-specific technical assistance on tracking and analyzing obligations, outlays, and pipeline to field Mission budget contacts and activity managers
  • Track project budget, allocations, expenditures, and pipeline, ensure alignment with PEPFAR budget execution guidance, and collaborate closely with the OHA Budget Team on budget planning and budget execution
  • Create and send quarterly expenditure reports to Missions and support Missions in budget review and analysis
  • Conduct regular reconciliation of obligations and disbursements, prepare routine and special reports and briefings for the implementing partner, country coordination teams, and Mission colleagues, as required
  • Provide accurate and timely budget information for decision-making at all levels of the organization, which may include collaboration to enhance program implementation, such as strategic information (monitoring and evaluation), expenditure analysis, cross-Bureau projects and/or program policy and execution

Provide KPR Branch administrative and technical support:

  • Support communications to the field, including development of technical updates and other technical/policy communication to the field including documents, presentations tools, report templates, trackers, and best practice documents, as needed
  • Manage branch documents within Google drive, internal website, and listservs
  • Assist in preparing administrative reports, historical reports, and/or, surveys
  • Assist in performing special studies and preparing point papers/white papers
  • Coordinate, organize, and liaise with KPR team members of working groups, missions, and other USG agencies in support of program implementation, and attend working groups to advance USAID program objectives
  • Assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, Panorama and/or other statistical software
  • Draft clear and succinct written summaries and/or Google or PowerPoint slide decks to help visualize data
  • Schedule team meetings and events; Support team with general logistics/support; maintain team calendar, call lines, meeting setup and logistics
  • Provide administrative support for hiring actions, onboarding of new staff, meetings logistics, Front Office taskers, and memos, as needed
  • Document minutes/notes of regular branch meetings, or other partner meetings, as required.
  • Participate in Interagency working groups, conduct analyses of PEPFAR data and produce visualizations, support KPR technical advisors on country work, and provide support on program reviews

Qualifications

  • Master’s degree and 1 years, Bachelor’s and 3 years, Associate’s and 5 years, or High School and 7 years of professional experience
  • A demonstrated general interest in international development and global health is preferred
  • Demonstrated interest and experience in HIV/AIDS and COVID-19 is desired
  • Excellent organizational skills and detail-oriented working style
  • Ability to handle multi-tasking well
  • Excellent interpersonal skills
  • Ability to effectively present information and respond to questions from team members, managers, and others
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint), as well as google tools to manage shared files
  • Willingness to learn on the job and to seek opportunities for professional growth
  • Willingness to ask questions and seek clarification to ensure understanding of job requirements
  • Experience and/or familiarity with federal budget processes (desirable, but not required)
  • Experience and/or familiarity with PEPFAR (desirable, but not required)
  • Ability and willingness to travel internationally from 5-15% of the time, depending on need
  • US citizenship is with the ability to obtain and maintain secret clearance required
