Position Objective:
The expert in curriculum development and maintenance will work closely with the Curriculum and Staff Development Division Director, providing expert advice and support for Curriculum initiatives in all divisions within the School of Professional and Area Studies. The Sr Curriculum Specialist will work on key initiatives that cut across the school’s divisions, providing guidance and assistance in best practices associated with needs analysis, instructional design, course development, implementation, assessment, evaluation (in order to inform curriculum), continuous learning, blended learning, appropriate integration of educational technology and experiential learning approaches, and effective application of adult learning theory. The specialist will provide support for the school’s divisions’ implementation of the institute’s Policies and Standards for Curriculum Development and Training Evaluation.
Duties and Responsibilities:
- Identify existing tools, techniques, best practices, reference materials and innovative approaches that support the schools’ efforts to engage in all phases of curriculum development, assessment and measurement of the achievement of learning objectives and training goals;
- Identify and implement innovative techniques to develop and maintain courses, programs and curricula, as described in OPM’s Guide for Assessing Strategic Training and Development Efforts in the Federal Government and other documentation relevant to curriculum development in the federal training arena, for all training offered by the School of Professional Area Studies;
- Exercise technical expertise to advise, support and assist staff in schools and centers in the design, development and use of tools, techniques, processes and systems for curriculum development and maintenance;
- Create tools, templates, guidance, and reference materials that enable the school to implement curriculum-related methodologies crucial for the training of U.S. Government foreign affairs professionals;
- Collaborate with staff on the establishment of guidelines and standard operating procedures for curriculum development;
- Collaborate on state-of-the art and new developments in the field of curriculum development that affect the school’s specialty areas and program operations, identifying resources of use to the institute;
- Support the design, development, and implementation of systematic curricular practices school-wide;
- Identify best practices in content management and use for course materials development and management, tying curricular revisions to evaluation feedback, stakeholder needs, and/or updates in the domain of the course’s subject matter
- Collaborate with staff to design plans and processes for course or program revision;
- Identify and produce tools, techniques and processes for measuring and monitoring the effectiveness of curricula and courses, using evaluation feedback to inform course/curriculum design.
Requirements
Basic Qualifications:
- 6 years’ curriculum/instructional design experience, with proven ability in designing a variety of training courses (including, but not limited to, foreign affairs, tradecraft, foreign language, or applications/IT systems training) using a broad array of delivery modalities (e.g. blended, hybrid, classroom) and methods (e.g. flipped, experiential, continuous)
- MS/MA (or higher) in relevant field.
- Ability to obtain a secret level clearance.
Minimum Qualifications:
- Expert knowledge and skill in applying the theories, principles, methods, and practices of instructional design, curriculum development, assessment, and adult learning theory for the purpose of creating, delivering and maintaining effective training programs, using a wide variety of methodological approaches;
- Proven experience identifying and developing the most effective approaches, tools, techniques, and processes for designing and managing courses, programs and curricula of varying scales and durations, for a wide variety of subject matter;
- Proven experience in developing policies and processes to support curriculum development and maintenance, preferably in a federal training environment;
- Expert knowledge of the training profession and vast experience developing tools and techniques to aid trainers to use best practices in course design, development and maintenance;
- Ability to communicate effectively and professionally, both in writing and orally;
- Ability to interact effectively in multicultural settings.

- Constantly operates a computer and other office productivity types of machinery, such as a calculator, copy machine, telephone, and computer printer.
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations
- Frequently moves boxes weighing up to 20 pounds across the office for various needs
- Occasionally ascend/descend stairs, ladders, or ramps.
- Noise level may be loud at times.
