Culmen International LLC is seeking a Senior Subject Matter Expert (SME) to serve on a team supporting the Department of Homeland Security Countering Weapons of Mass Destruction (DHS CMWD) Office. The SME shall work with state and local organizations responsible for preparing, preventing, and responding to domestic chemical incidents, interfacing directly with emergency management officials and first responders at all levels within a community to build a community-wide approach to enhancing critical decision making prior to, during, and after a chemical accident or incident.
- Facilitate collaboration among various first responder agencies across the U.S., promoting effective communication and coordination and helping improve the efficiency and effectiveness of a chemical incident response.
- Work closely with communities to identify and catalog resources crucial for chemical incident preparedness, acknowledging that some information may not be available electronically, could be held by the private sector, or may not currently exist.
- Develop a system engineering approach with tools to help local response assets better understand their unique chemical risks and assess their current capabilities and greatest needs.
- U.S. citizenship.
- Secret security clearance
- Master's degree in chemical engineering, emergency management, or a related field. Additional years of experience will be considered in lieu of an advanced degree.
- 10 years of experience working at the state and local level as a recognized chemical defense (prevention, preparedness, and response) subject matter expert.
- Experience in performing technical risk assessments to determine a jurisdiction's capabilities and gaps to adequately respond to chemical threats, accidents, and incidents, and how to properly address those gaps.
- Experience supporting the development and execution of training and exercises at the local jurisdictional level that address capability gaps and provide lessons learned for continuous improvement.
- Prior experience at the DHS CWMD Office
