These positions are located in the Adult Medicaid Section, Economics Services Division.
Potential for Telework/Remote options may be considered based on training, quality assurance, performance, and/or business needs.
This position is expected to perform all tasks associated with the initial determination and redetermination of eligibility of applicants and recipients of Adult Medicaid, Long Term Care Medicaid, Special Assistance, PACE, and the Community Alternative Program (CAP) benefit programs. Knowledge of Adult Medicaid programs is required to establish eligibility for those in need of skilled & intermediate nursing facility care, rest home and assisted living care, and in-home nursing care programs. The worker in this position must be flexible and have the ability to implement policies and procedures for all programs quickly and accurately in accordance with timeframes and guidelines set by NC Medicaid policy. The ability to compute varied and complex budgeting situations is also required.
Good time management and organizational skills is necessary. The caseworker must be able to meet deadlines for several types of actions including applications, reviews, and changes in circumstance. Ability to work under pressure is essential as applications are especially time sensitive, and applicants often have an urgent need for benefits. Due to the nature of Adult Medicaid/LTC cases where customers are often very ill, good customer service skills, understanding, and compassion when communicating with customers and representatives is essential to the success of the individual selected for this position.
The caseworker must be human-services oriented and possess the ability to interact well with supervisors, co-workers, customers, and representatives in a professional manner. The ability to work in a team environment is essential. The caseworker must also be able to establish and maintain good working relations with hospital, nursing home, and adult care home administrators and social work staff. The worker in this position may be required to perform other duties as assigned by the supervisor when deemed necessary and may be assigned to work at an agency outpost location.
This worker must respond to disasters as needed in accordance with The Cumberland County DSS policy, in the event of a natural or man-made.
Minimum Qualifications:Two years of experience as an Income Maintenance Caseworker; OR an equivalent combination of training and experience.
Preferred Education & Experience: Graduation from a four-year accredited college or university and related customer service experience and two years of Income Maintenance Caseworker experience OR two years of Income Maintenance Caseworker experience in a NC DSS agency.
Knowledge, Skills and Abilities:Considerable knowledge of the program/areas of assignment. General knowledge of all agency and community programs and services which could affect the client/applicant. Good mathematical reasoning and computational skills. Ability to read, analyze, and interpret rules, regulations, and procedures. Ability to communicate with clients/applicants, the public at large, and public officials to obtain data, and to explain and interpret rules, regulations, and procedures. Ability to instruct and to evaluate the work of lower level employees. Ability to perform caseworker functions within structured time frames.
CONDITIONS OF EMPLOYMENT: The selected applicant will be subject to the following conditions prior to appointment. Failure to complete or fulfill these conditions may result in dismissal.

Must have a valid North Carolina Driver's License.
Law enforcement background check is required.
This position will require assisting in emergency and/or disaster situations.
